About this opportunity

The California Army National Guard (131st Rescue Squadron at Moffett Air National Guard Base) seeks a Tactical Vehicle Program Manager through an RFQ (W50S8X26QA023) with proposals due August 25, 2026. The procurement is a 100 percent economically disadvantaged woman-owned small business (EDWOSB) set-aside, NAICS code 561990 (All Other Support Services), size standard $16,500,000.

Place of performance is Moffett Field, California. The contractor must provide program management for the squadron's tactical vehicle program, including inspection, inventory, maintenance, and repair of all squadron-assigned non-fleet vehicles (off-road motorcycles, ATVs, snowmobiles, watercraft, trailers). Services are delivered 0600–1800 Monday through Friday with occasional Unit Training Assembly weekend support, estimated at 40 weekly hours for one position. Performance occurs at the Guardian Angel Training Facility, Building 663, and the contractor may be required to provide services anywhere within the 54 states and territories of the United States for training missions.

The contractor must have at least five years of work experience with heavy equipment operation, maintenance, and inventory management of tactical vehicles; three years of experience with Special Operations Forces or specialized military units; a current Class A California Driver's Endorsement; and ability to lift up to 20 kilograms. Background checks per DBIDS specifications, anti-terrorism training, operations security training, information assurance training, and personally identifiable information safeguarding are required. The base period runs September 2, 2026 through September 1, 2027, with a 6-month option period extending to March 2, 2028.

Amendment 0001 (effective August 20, 2026) clarified Section M evaluation factors. Award is firm-fixed-price based on best value using two approximately equal factors: Price and Past Performance. Past performance evaluation considers recency (efforts within three years), relevance to tactical vehicle management and equipment operations, and quality metrics including work quality, timeliness, safety, responsiveness, and compliance. Vendors may submit no more than three past performance references. Service Contract Labor Standards wage determination applies; prevailing wage rates are specified in Wage Determination No. 2015-5649, Revision 26 for Santa Cruz County, California.
