About this opportunity

The U.S. Fish and Wildlife Service is procuring a 130+ horsepower Compact Track Loader (CTL) for delivery to the Ridgefield National Wildlife Refuge in Washington State through solicitation 140F0S25Q0039. The procurement specifies a "brand name or equal" requirement for a Cat 275 XE machine equipped with mandatory attachments including a standard 4-in-1 bucket, forestry package with protective guarding, an Ansul liquid fire suppression system with remote activation capability, and a 72-inch mulching head with dual speed motor. Vendors must maintain a permanent manufacturer-approved service facility within 60 miles of the delivery location and confirm their engine rating meets the minimum 130 horsepower requirement when connected to high flow attachments. The contract will be evaluated based on technical acceptability (including past performance verification) and price, with award going to the lowest evaluated price among technically acceptable offers. Quotes are due September 18, 2025, just three days after the September 15, 2025 posting date, and must be submitted electronically to the contracting officer with vendor CAGE codes.

This procurement operates under an unrestricted competition with no set-aside designation, though it targets small businesses under NAICS code 333120 (Construction Machinery Manufacturing) with a size standard of 1,250 employees. No incumbent contractors or current service providers are identified in the solicitation documents. While specific award values or budget ranges are not disclosed, the procurement includes comprehensive requirements such as warranty documentation, a 3-year/2000-hour equipment protection plan, and a minimum four hours of machine orientation training. The solicitation emphasizes the critical need for fire suppression systems due to multiple recent incidents involving total equipment loss from machine fires. Performance will occur at the Ridgefield National Wildlife Refuge in Washington, with the government requiring firm fixed-price contract terms and evaluation without discussions to expedite the acquisition process.
