About this opportunity
The Department of the Interior Fish and Wildlife Service is procuring a 130+ horsepower compact track loader (CTL) for the Mid-Columbia National Wildlife Refuge in Washington state through a brand name or equal solicitation specifically seeking a Cat 275 XE or equivalent. The CTL must include four critical attachments: an 86-inch 4-in-1 bucket with bolt-on cutting edge, a forestry package with protective guarding and polycarbonate doors, an Ansul liquid fire suppression system with remote and cab activation capabilities, and a 72-inch mulching head with dual-speed motor rated for the machine's horsepower and flow. Vendors must maintain a permanent manufacturer-approved service facility within 60 miles of the delivery location and provide detailed specifications demonstrating the CTL meets all salient characteristics requirements, including the minimum 130 hp engine rating. The procurement will be evaluated using two factors: technical acceptability including past performance, and price, with the government intending to award to the lowest-priced technically acceptable offer without discussions. Quote submissions are due September 23, 2025, at 1700 EDT to Robert_Sung@fws.gov with the solicitation number and location in the subject line.
This solicitation operates under the unrestricted competition category with no set-aside designation, applying a small business size standard of 1,250 employees under NAICS code 333120 for Construction Machinery Manufacturing. The contract will be structured as a firm fixed-price commercial products agreement with a performance period running from September 29, 2025, to September 28, 2026. The government has emphasized the critical need for the fire suppression system due to multiple reports of machine fires resulting in total equipment loss over the past two years, making this safety feature a non-negotiable requirement. Performance will occur at the Mid-Columbia National Wildlife Refuge in Washington state, with delivery required to this location. The solicitation number 140F0S25Q0045 will be administered by FWS Over SAT G/S located in Falls Church, Virginia, though the actual equipment deployment and service support must be available within the 60-mile radius of the Washington refuge location.
