About this opportunity
The Fish and Wildlife Service seeks 223,000 units of 12mm Passive Integrated Transponder (PIT) tags compliant with Columbia River Basin standards, with proposals due July 16, 2026. This is a women-owned small business (WOSB) set-aside.
Delivery locations are Vancouver, Washington (107,000 units); Leavenworth, Washington (90,000 units); and Orofino, Idaho (26,000 units), all due by August 14, 2026. Tags must measure approximately 12mm in length (12.7mm or less acceptable per Amendment 001), operate at 134.2 kHz ISO FDX-B frequency, have diameter not exceeding 2.14mm, weigh no more than 0.115g, and be glass-encapsulated. Manufacturers must hold an ICAR manufacturer's code. Tags must arrive pre-loaded and packaged in bulk trays of 100 units without requiring individual unwrapping to load the reusable injector tool; the tool must reload directly from the bulk tray.
Manufacturers must provide independent laboratory test results demonstrating compliance with the Comprehensive PIT Tag Evaluation (CPTE) standard prior to delivery, along with a copy of their testing plan and third-party testing service credentials. Vendors that supplied non-compliant PIT tags within the past five years may be removed from consideration. The NAICS code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing); the size standard is 1,250 employees. Evaluation prioritizes technical capability, including past performance, with price evaluated for fairness and reasonableness. Manufacturer must be able to provide independent lab test results showing compliance with the Columbia River Basin standard tag specifications as described in the CPTE, attachment 1, prior to delivery
Vendors must submit a copy of testing plan and the credentials of their 3rd party testing service.
NOTE: Vendors that have provided non compliant PIT tags in the past 5 years may be removed from consideration as part of a past performance evaluation.

Vendor is required to submit:
1. Vendor shall submit a copy of Test results and testing procedures with this quote.
2. A statement of confirmation that the product will come in bulk trays of 100 units that does not require individual unwrapping of each tag and needle unit to load the reusable injector tool. The tool shall be able to reload from the bulk tray directly without additional preparation of the tag besides pressing the tool onto the tag and needle unit.
