About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking logistical assets and designated land use in and around Polebridge, Montana to support the 10th Special Forces Group's Cold Weather Training (CWT) Winter Course from January 7, 2026 through March 27, 2026. The procurement requires vendors capable of providing contiguous, ungroomed, snow-covered terrain with consistent elevation variation that replicates authentic operational conditions, including dismounted ski movement lanes, mounted snowmobile maneuver corridors, and extended over-snow mobility routes. Key requirements include multiple designated sites: one for snowmobile and equipment storage with instructor lodging, a separate facility for at least 22 support personnel, a dedicated logistics hub for fuel and supply storage, a site accommodating a minimum of 50 students, and a training camp area to house both students and instructors for Monday through Thursday live-in operations. The sites must be located in close proximity to minimize winter travel risks and enable efficient transitions between classroom and field instruction. Responses to this Sources Sought notice are due by December 1, 2025, and vendors should be prepared to address how their proposed locations meet the stringent terrain and infrastructure requirements.
This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. No incumbent contractor or previous award value has been identified in this Pre-solicitation Notice. The contract period spans approximately 2.5 months (January 7 through March 27, 2026), requiring year-round availability of extreme winter conditions and terrain suitable for intensive cold weather training operations. The training will support a minimum of 50 students plus support personnel and instructors, necessitating substantial logistical capacity across multiple remote sites. While specific budget information is not provided in this Sources Sought notice, vendors should anticipate that proposals will need to demonstrate comprehensive infrastructure capable of supporting extended field operations in one of the nation's most demanding winter environments. This Pre-solicitation Notice represents an opportunity to establish a vendor relationship for a specialized and highly technical training support requirement.

10th SFG CWT Winter Course Support
Sources Sought
This Sources Sought notice is issued to identify potential vendors capable of providing logistical assets and designated land use in and around Polebridge, Montana, to support training, evaluation, and certification of winter operational capabilities.
Period of Performance: 07JAN26 to 27MAR26
This Cold Weather Training is inherently terrain-dependent and demands integrated logistical infrastructure to ensure continuity. The training area offers temperatures and snowpacks that are equal to or more extreme than sub arctic environments. The designated training area will feature dismounted ski movement lanes, mounted snowmobile maneuver corridors, extended over-snow mobility routes, and winter sustainment operations in remote backcountry environments. All training events must take place on contiguous, ungroomed, snow-covered terrain with consistent elevation variation and remote access points that authentically replicate real-world operational conditions.
The training location must incorporate multiple designated sites to fully meet operational requirements. One site will serve as storage for snowmobiles, trailers, and instructor lodging. A separate facility must accommodate at least 22 support personnel. A dedicated logistics site will provide bulk storage for fuel, spare tents, generators, heaters, MREs, and other essential supplies, as well as serve as the hub for resupply runs to the training camp. Another site must house a minimum of 50 students. Finally, an area of sufficient size must be established to accommodate a training camp to be erected to support both students and instructors to live and train on-site Monday through Thursday, thereby maximizing training efficiency and continuity.
The sites must be located in close proximity to one another to minimize unnecessary winter travel risks and to enable efficient transitions between classroom instruction and field execution--maximizing training time, minimizing transportation hazards, and conserving fuel and sustainment resources. These purpose‑built environments integrate training ranges, maneuver corridors, and support facilities, all specifically designed to replicate operational conditions. This configuration ensures personnel can immediately apply classroom instruction in realistic field scenarios, maintaining continuity and authenticity in training outcomes.
All necessary permits and land access approvals for sites in and around Polebridge, Montana must be secured no later than 25 December 2025. Land access requirements include authorization for use of an airstrip, designated trailheads, and coordination with private landowners to establish training lanes.
