About this opportunity

The Defense Logistics Agency (DLA) Land and Maritime is conducting a pre-solicitation sources sought notice for a long-term contract to procure tip/breech bolt components (NSN 1005123768593) used in 5.56mm rifles. This procurement is restricted to approved sources due to unique design capabilities, proprietary manufacturing knowledge, and technical data rights retained by qualified manufacturers. Key contract requirements include compliance with International Traffic in Arms Regulations (ITAR) classification as a Defense Article, Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements, US/Canada Joint Certification Program (JCP) certification, and completion of Department of Defense export-controlled technical data training and questionnaires. Contractors must obtain approval from the DLA controlling authority to access export-controlled data before award, and the Government will not delay award pending such approvals. The sources sought notice was posted on March 12, 2026, with responses due by March 25, 2026, providing a ten business day window for interested parties to submit information regarding their capabilities and interest in pursuing the contract.

This procurement carries no set-aside designation and is currently restricted to two approved sources: Heckler & Koch GmbH (part number D2330, P/N 233672) and Heckler & Koch Defense Inc. (part number 3HN73, P/N 50233672). The estimated annual demand is 522 units, with a delivery timeframe of approximately 3 days based on production lead time. The NAICS code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) applies with a business size standard of 1,000 employees. While no specific contract value is stated in the notice, the anticipated long-term structure contemplates a three-year base period with single option years, and potential quantity price breaks will be established based on contractor responses to the market research questionnaire. Alternate sources interested in qualifying must follow the design control activity's procedures and obtain cognizant Government engineering activity approval, a process that must be completed prior to contract award.
