EVALUATING CONTRACTOR PERFORMANCE

Evaluating Contractor Performance

The General Services Administration, Public Buildings Service, will begin using the Contractor Performance Assessment Reporting System (CPARS) modules as the secure, confidential, information management tool to facilitate the performance evaluation process. CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. CPARS is the overall system name; however, it is important to note the different modules within.

CPARS module: This module is used to create past performance evaluations on services procurements.

ACASS module: This is the Architect Engineer Contract Administration Support System. This is used to create past performance evaluations on A/E procurements.

CCASS module: This is the Construction Contractor Appraisal Support System.

This is used to create past performance evaluations on construction procurements.

The term “CPARS” will be used throughout this document to denote the overall evaluation system (the evaluation modules of CPARS, ACASS and CCASS).

Each award requiring an evaluation must be registered in CPARS. The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract number(s) and evaluation module assigned. The contractor will have one user account set up that will allow access to all three modules.

Contractors are encouraged to visit http://www.cpars.csd.disa.mil/allapps/cpartrng/webtrain/webtrain_all.htm to sign up for the free on-line Contractor Overview training when these sessions are offered. This is a 2 hour training session specifically targeted to contractor users who will provide Past Performance Evaluation comments on PBS evaluations.

Once the evaluation is readied and released, the contractor will receive a second email alerting them the evaluation is ready for their review and comment. The contractor will have thirty (30) days to respond to the evaluation. GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.

NOTE: Unless the contractor provides a different POC to the contracting officer after award, the contracting officer will use the Past Performance Point of Contact (POC) listed on the contractors Central Contractor Registration (CCR) profile as the default Past Performance POC. This is the person that will receive the above CPARS email alerts. In accordance with FAR Clause 52.204-7 at 52.204-7 the contractor is responsible for the accuracy and completeness of the data within the CCR database.

Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used by Federal Agencies to support future award decisions

QUALITY CONTROL PLAN (QCP)

The contracting Officer (CO) must accept a completed Quality Control Plan (QCP) prior to award of a contract. The QCP will be specific to the contract specification and location(s) in accordance with the provisions and requirements of the solicitation.

NOTICE TO PROCEED (NTP)

Notice to Proceed (NTP) will NOT be issued until the COR has officially notified the CO that approved clearances for proposed employees have been received and approved by the Department of Homeland security, Bureau of Immigration and Customs Enforcement, Federal Protective Service (DHS, BICE, FPS).

SHALL vs MUST Throughout this solicitation, the terms “shall” and “must” are used. “Shall” and “must” denote the imperative. They indicate an obligation to act. In this solicitation, and any resulting contract, “shall” and “must” have the same meaning.

Offeror must submit offers for all locations in order to be considered for award. Offerors must submit prices for all four of the option periods, in addition to the initial period, to be considered for award.

Upon exercising a renewal option, the contract price will be adjusted in accordance with FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts) (May 2014).

Offerors should visit the building and become familiar with existing conditions; examine all contract documents relating to this work, and carefully review the requirements contained in this specification.

Offerors shall determine any conditions which affect the work and make a thorough site investigation before submitting an offer. No allowances will be made for failure of an offeror to avail themselves of such information.

Orders for above standard service may be placed orally when the amount of the order totals $2,500.00 or less or in the event of an emergency. All orders which exceed $2,500.00 must be placed or confirmed by issuance of a GSA Form 300, Order for Supplies or Services and will be paid by GSA Finance. The GSA Form 300 will describe the service to be provided and will establish, excluding emergencies as determined by the Contracting Officer (CO) or the Contracting Officer’s Representative (COR), the maximum number of units for which the contractor will be compensated. Orders of $2,500.00 or less may be processed using the Government wide commercial purchase card, which is the preferred method to purchase and to pay for micro purchases. This above standard services provision is intended to be used to satisfy the Government's short term non-recurring needs for service. Should a continuing need for additional service arise, a contract modification will be negotiated pursuant to the "Changes Fixed Price" clause. Above standard services cannot be accomplished by diverting resources from work that is supposed to be accomplished.

SECTION C - DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

Introduction This is a Performance Based Contract which focuses on outcomes as opposed to prescriptive requirements. This specification represents GSA's performance objectives and minimum levels of service to be provided by the contractor. A high level of effective communication between the Government and contractor is essential. This performance based requirement demands a greater emphasis by the contractor on self-evaluation, robust quality control processes and strict oversight of building operations to ensure the highest level of efficiency. The Contractor will be required to maintain a quality control program to ensure that the requirements of this contract are met. The contractor must closely monitor all aspects of the work, identify deficiencies and implement corrective action, without reliance on Government oversight.

GSA is dedicated to ensuring its facilities are operated with a high degree of efficiency, minimizing energy use and may be actively pursuing or participating in programs such as ENERGY STAR rating, LEED-EB or comparable programs. The contractor will play an integral role in supporting this effort and should be aware of the requirements of these programs. The Contractor is not required to bring the building into conformance with LEED-EB, but within the scope of this contract, shall operate and maintain the building in such a manner as to maintain applicable LEED-EBOM standards.

C.1. SCOPE OF WORK

C.1.1. Solid Waste/Trash/Recycling Management The Contractor shall provide all management, administrative, supervision, labor, transportation, materials, supplies, repair parts, tools, equipment (except as otherwise provided) and subcontracts necessary, and shall plan, schedule, coordinate and assure effective completion of all work and services and performance of trash removal and recycling and related services described herein.

C.1.2 The Contractor Shall

Maintain all the spaces used in the performance of waste removal services in a clean and orderly manner. When work is performed in these areas, the Contractor's personnel shall clean up all debris and leave the area in a presentable condition. The contractor shall remove all hydraulic fluid and oil spillage caused by the collection vehicles at the loading dock and/or in the driveway.

(a) The Contractor shall develop and implement operational guidelines covering all aspects of the waste removal service. A copy of the guidelines shall be submitted to the COR within 5 days after award.

All equipment shall be maintained in accordance with the manufacturer's recommendations and/or the best practices of the industry.

(b) Maintenance includes, but is not limited to, greasing, oiling, cleaning, adjusting, minor repairs and painting of equipment to maintain appearance, it also includes scheduled work on all contractor equipment or systems required to provide continuing operation, to preclude unnecessary breakdowns and to provide continuous service.
