Site Visit – 6 August 2024 @ 10:00 am Solicitation #FA6656-24-B-0003

Road/Parking Striping, B407 Catch Basin Replacement, Asphalt Repair

Project: ZQEL 24-0012 Restripe all centerlines, edge lines, gore lines, arrows and letters on the base roads. Restripe all parking stalls, handicap symbols, gore lines and arrows in all of the parking areas. This project is estimating 15,000 linear feet of cracks that need to be filled. Repair replace asphalt road section 10' x 55'. Replace Building 407 Catch Basin. All work shall be done as per Specifications and Drawings in Section J of the solicitation.

This project consists of three (3) line items:

Line item one: The Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the following: Restripe all centerlines, edge lines, gore lines, arrows and letters on the base roads. Restripe all parking stalls, handicap symbols, gore lines and arrows in all parking areas. Restripe the motorcycle training course in the parking area of B113. In addition, approximately 15,000 linear feet of cracks will need to be sealed.

Line item two: The Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the following: Replace B407 Catch Basin. Including, but not limited to sawcut, remove materials, provide basin, backfill and cold patch.

Line item three: The Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the following: Remove and Replace 10’ X 55’ section of asphalt and top course.

This project is a HUBZone Small Business set aside. Offers are only being solicited from eligible HUBZone small businesses in accordance with FAR 52.219-3 Notice of HUBZone Set-Aside or Sole Source Award. It is imperative that you be qualified as a HUBZone small business by time of bid opening. Failure to provide proper certification will result in loss of Award.

This is a sealed bid solicitation. Bids are due by 23 August 2024 at 10:00am, local time. The bid opening will take place in B504 at 1000 (10 o’clock AM) in room 125 on 23 August 2024. Offers will be publicly opened at that time. Envelopes containing offers must be sealed and marked with the offer’s name, the solicitation number, and the date and time the offers are due. Hand carried bids shall be delivered to the Contracting Office at Bldg 504, Room 125, no later than the time specified. Bids must be submitted via mail if not hand-delivered and received prior to bid-opening (bidders must allow for mailing time). Bids are due by 23 August 2024 at 10:00am, local time. Mailing address is: 3976 King Graves Rd Unit 31, Vienna, OH 44473 Attn: Joshua Indorf. Envelopes containing offers must be sealed and marked with the offer’s name, the solicitation number, and the date and time the offers are due. Proposal package is to include required bonds and the Financial Institution Reference Sheet (Atch 4 of the solicitation). Arrangements will be made for base access for those who wish to attend.

Contractors are reminded that in order to receive an award as a prime contractor, they must be registered and active in the System for Award Management (SAM) as well as have completed the representations and certifications within SAM. The NAICS code 237310 used in the solicitation must be included in the SAM profile. The contractor that receives the award as a prime contractor will be required to give written notice to the OFCCP within 10 working days of an award of a subcontract in excess of $10,000.

You will submit this notice on the Notification of Construction Contract Award Portal (NCAP) at https://www.dol.gov/agencies/ofccp/ncap.

This bid is to be based on the specifications/drawings. Contractors are urged to closely review the drawing notes. No changes will be made unless received in writing from the Contracting Officer in the form of an amendment. It is the contractors’ responsibility to check the sam.gov website for updates and amendments. This agenda as well as attendees will be posted to sam.gov.

Contractors are to direct all questions to the Contracting Office in writing. Questions can be e-mailed to joshua.indorf.1@us.af.mil or joseph.perry.14@us.af.mil. It is imperative all communications are identified with the full solicitation number, not project number, in the subject line. Any/all questions received, along with the response, will be posted to the sam.gov website. Questions must be received by close of business on 16 August 2024 to allow time for engineer review and be posted by 19 August 2024.

Contractors are reminded that the Buy American Act pertains per the terms of the contract. The contractor shall use only domestic construction material in performing this contract. Consideration should also be given to biobased products.

The information required on the Entry Authority List (see attached - page 3) must be completed and submitted no later than 16 AUGUST 2024 by 2:00 PM EST and the names must be in alphabetical order. No exceptions will be given for additional time to submit this information. Due to Personally Identifiable Information (PII), please submit the information to SAFE at https://safe.apps.mil/. This is an encrypted website. You will need to contact joshua.indorf.1@us.af.mil or Joseph Perry at joseph.perry.14@us.af.mil to request a code, then upload the information to the website.

DAY OF BID OPENING:

• The Entry Authority List will be posted at the front gate. As long as you submitted your information by the deadline, your name will be on the list for the site visit. They will check that you are on the list and let you on base.

• Parking is located at Contracting, B504.

In order to obtain a DBIDS card a favorable Criminal Background History (CBH) check obtained via the National Crime information Center (NCIC) must be completed for all contractors, subcontractors, and their employees prior to allowing access/entry to Youngstown Air Reserve Station. Individuals who have any of the following negative screening criteria may be denied access to the installation:

1) Inability to verify U.S. citizenship, immigration status, or Social Security Account Number.

2) Evidence of present debarment from entry/access to any Federal/ military installation or facility.

3) Outstanding warrant by federal or civil law enforcement authorities, regardless of offense/violation (i.e., an order to arrest has been issued by a judge).

4) Incarceration for 12 months or longer within the past ten years, regardless of offense/violation, unless release on proof of innocence.

5) Any conviction for espionage, sabotage, treason, terrorism, or murder (convicted of attempted/completed homicide and manslaughter).

6) Individual's name appears on any federal agency's Watch List or Hit List for criminal behavior or terrorist activity.

7) Individual is unable to obtain a favorable National Agency Check (NAC)

8) Registration as a sex offender.

9) Conviction of firearms or explosives violation within the past ten (10) years.

10) Conviction of sexual assault, armed assault/robbery, rape, child molestation, drug possession with intent to sell, drug distribution, or trafficking in humans and child pornography.

11) 10 or more habitual felony convictions over the past 10 years.
