1- SCOPE:
The Contractor must furnish all labor, materials, equipment, supervision, and all other services required to remove and replace approximately 10,404 square feet of carpet at the ZMP
ARTCC.
Attached drawings are for reference only.
Approximate quantities: Contractor must field verify.
• List areas with approximate square footage.
The scope of work includes:
• Remove and dispose of carpet and wall base. Existing carpet is direct glue broadloom carpet.
• Install new carpet and wall base. Verify actual square footage required to be installed.
• Remove and reset all furniture (chairs, desk, and tables) needed to perform the install and removal of carpet.
• Prepare the newly exposed floor in accordance with manufacture’s recommendation.
o Provide and install flooring.
o Provide and install resilient wall base.

• All work under this contract must comply with requirements of the Carpet and Rug Institute (CRI), the Textile Colorists & Chemists (AATCC), ASTM, EPA, and state and local regulations.
• Remove debris and trash generated from work and dispose of the debris per local and state requirements, daily.
• If installing carpet tile on raised floor panels:
o Install individual carpet tiles on raised floor panels with either permanent or releasable conductive adhesive depending on the application.
o Installation on raised floor panels must meet the manufacturer’s recommended method.
All safety, security, and protections rules and regulation required by the federal, state, and local entities must be followed and adhered to.
2- MATERIAL:
Carpet specification must meet or exceed the following:
Fiber Type Premium Nylon Product Type Tile Size 24” X 24” Tiles Tufted Pile Weight 26 oz. per square yard Construction Type Tufted Carpet Gauge 1/8 (31 ½ rows per 10 cm) Density 6500 Dye Method Solution Dyed/Yarn Dyed Installation Method Quarter Turn, Monolithic (Monolithic preferred/cheaper by subcontractor)
3- SITE RESTRICTION:
Work hours will be restricted from 2300hrs – 0430hrs for flooring installation in the CONTROL WING areas in order to have the least impact on the National Airspace System (NAS). Work hours for the CONTROL WING areas will be determined during the preconference. All other areas will be accessible during 0700hrs – 1630hrs. A means of ingress and egress with a clear path of travel will be maintained to the stairwell at all times. Local personnel would need half of the stairwell open at all times in case of an emergency.
The contractor is hereby notified that the ZMP ARTCC is a sensitive facility. FAA operations in certain areas are directed towards the control and separation of air traffic and directly affect national security. The importance of these operations cannot be over stressed. Interference of any kind by the Contractor, their employees, or equipment will not be tolerated. The inadvertent flipping of a switch or turning of a dial could be disastrous in loss of man-hours, property, and perhaps lives. It is of the utmost importance that the noise level in Operational areas be kept to a minimum. The Contractor must not plug any of his power-driven equipment into any electrical outlet on the FAA equipment and/or racks. The Contractor employees must cooperate with the COR in working out the best and safest methods for contract performance work in FAA equipment areas. (NOTE: NO cell phone use allowed in Operational areas.)
Furthermore, the contractor must follow the requirements of the FAA safety, security and
4 | P a g e environmental rules and regulation.
4- SUBMITTALS:
Must provide to FAA Contracting Officer within 10 days after the award of contract the following documents:
1. Project Health & Safety Plan.
2. Product Safety Data Sheets.
3. Flooring fire test response characteristics.
4. Flooring type, color, and dye lot.
5. Three (3) flooring color samples.
6. Flooring installation data.
7. List of all on site employees.
8. Proposed Work Schedule.
5- SAFETY REQUIREMENTS:
The Contractor is solely responsible for the safety and welfare of workers on the project and the public around the construction site. Take precautions to adequately safeguard all persons on or near the site. Comply with the regulations of the Occupational Safety and Health Standards (OSHA), 29 CFR Part 1926. Contractor must submit a Health and Safety Plan for this project.
The Health and Safety Plan must identify the competent safety individual for the project to monitor safety and identify safety hazards.
All waste materials removed from the project area must become property of the contractor.
Contractor must adhere to local government disposal regulations.
6- SCHEDULING:
Submit a proposed project schedule one week after award. The schedule must be in the format of a Microsoft project or similar format.
7- PERFORMANCE TIME AND WORK HOURS:
The Notice to Proceed (NTP) will be issued to give notice to the contractor when onsite work can be started and when the project is to be completed based upon the performance time stated in Clause 3.2.2.3-71 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK.
Prior to its issuance, the Contracting Officer will ensure all required submittals are delivered to and approved by the FAA, that all required insurance and bonding documents have been submitted and are acceptable, and the materials and/or equipment are delivered to the site.
Instead of a general notice, a Limited Notice to Proceed may be issued after award to specify which portions of the work that the contractor should begin. For instance, to place orders against the award or make onsite surveying and/or markings, or other necessary coordination efforts.
All work including cleanup must be done diligently and completed within 30 calendar days after issuance of the NTP.
The working hours must be Monday-Friday from 0700hrs to 1630hrs, with the exception of CONTROL WING. No work must be scheduled for the weekends and official holidays unless approved by Contracting Officer in advance, with no additional cost to government.

Confine operations, activities, material storage, and employee parking within the areas designated by the COR.
8- GOVERNMENT FURNISHED MATERIAL:
NONE
9- EXTRA MATERIALS:
Furnish an extra 5% of material that matches product installed. The extra material furnished must be packed with protective covering for storage and be identified with labels that clearly describe the contents.
10- EMERGENCY CONTACT LIST:
Provide an emergency contact list of names and telephone numbers for at least the foreman and a backup person so that contact can be made during non-working hours in case there is an emergency situation.
11- PROJECT SUPERVISION:
Have a designated project superintendent at the project site at all times during the course of work.
Workers will be escorted at all times by a FAA employee.
12- AVAILABILITY OF UTILITIES:
Electricity and water are available at the site. Telephone services are not available, which must be provided by contractor.
13- INSPECTIONS:
COR will inspect all work in progress up to completion and final Contractor’s Acceptance Inspection (CAI) including all materials, tools, and equipment. Such inspection may extend to all or a part of the work for the preparation, and materials to be used. When notified by the COR of any non-compliance with the provisions of the contract, the contractor must correct the condition. The CO may stop the work if the contractor fails to comply promptly with all or any part of the work being performed.
14- CLEAN UP:
Proper clean up and removal of the debris from the job site, including any hazardous waste produced by construction activities. The work site must be kept clean and orderly during the progress of work. After final inspection, but before final acceptance of the work, all exterior surfaces must be cleaned of dirt, mud, or oil accumulations. All debris must be removed from the property.
15- WARRANTIES:
Documentation for the warranties shall be provided to FAA upon completion of the project.
Warranty period shall be a minimum of one (1) year from the date of the Final Acceptance by the Government. Warranty shall include repair or replacement of carpet that does not meet the requirements in this scope of work or fails in materials or workmanship. Failures include more than 10% loss of face fiber, edge raveling, snags, runs, and delamination.
