About this file
This is a bid request specification document issued by the Maine Department of Transportation (MaineDOT) for the purchase of five zero turn riding mowers for Fleet Service. The specification outlines detailed technical requirements for industrial-quality mowers designed for heavy-duty, continuous extreme duty service. The equipment must comply with all applicable Federal and State of Maine vehicle and OSHA regulations. Key specifications include engines with a minimum of 27 horsepower and V-twin design, rear drive tires measuring 24"x12"x12" with dual hydraulic pumps and rear drive motors, mowing decks fabricated from 7-gauge steel with a minimum 52-inch cutting width and adjustable cutting height from 1" to 5", and operator controls featuring dampened steering grips, deluxe seats with armrests, retractable seat belts, and ANSI/OSHA-approved fold-down ROPS. The document does not specify response dates, due dates, bidders' conferences, or award dates.
The specification emphasizes that successful bidders must maintain or have access to parts inventory within the State of Maine, with parts availability of 95% within 48 hours and expendable items available within 24 hours. Bidders must submit a proposal program detailing parts and service availability, which will be a determining factor in bid evaluation. Manufacturers must supply complete parts manuals, service manuals, and operator's manuals (two copies each) and a specification sheet with their proposals. All bids must include shipping and delivery to MaineDOT Fleet Service in Augusta, Maine. The manufacturer's standard warranty becomes effective upon in-service date, and warranty terms and conditions must accompany the bid proposal. Bid evaluation will be based on price, warranty, manufacturer performance data, delivery schedule, parts availability, and other factors deemed appropriate. The specifications note that these are minimum requirements and do not specify pricing terms, funding sources, or contract term duration.
