About this file

This is a Request for Quote (RFQ) letter for a Foreign Military Sales (FMS) procurement supporting Kenya's maritime and border security operations. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), acting on behalf of the U.S. Army Security Assistance Command, is soliciting quotes for various safety and security equipment under FMS Case ZB-B-WDR. Vendors must complete all green cells in RFQ Attachments 1 and 2 and submit technical information demonstrating how proposed products meet the specifications identified in the part numbers provided. The Government will use price analysis under FAR 15.404-1 to determine fair and reasonable pricing. The evaluation will be conducted using a Lowest Price Technically Acceptable (LPTA) approach, with the possibility of multiple awards to different offerors for portions of the case if no single vendor proposes all items or meets the fair and reasonable price threshold for all items. Only one quote per vendor is acceptable, with no alternative options permitted.

The proposal submission deadline is 1:00 PM EST on August 31, 2026, with questions due by August 26, 2026, directed to Jason Goode at jason.h.goode.civ@army.mil. Vendors must provide one shipping address for all items, with material to be made available for pickup within the continental U.S.; drop shipments are not permitted but partial shipments are acceptable. Award is contingent on fund availability and the Government reserves the right to cancel the requirement without incurring proposal fees. The Government intends to make award based on initial submissions without requesting revisions, though it reserves the right to ask clarifying questions of some, all, or none of the offerors if determined to be in the Government's best interest.

4. The Government anticipates utilizing price analysis to determine a fair and reasonable price of the vendors proposed unit prices in SAM.GOV. Accordingly, the analytical techniques and procedures prescribed in FAR 15.404-1 for evaluating offeror quotes may be used singly or in combination with others as determined by the Contracting Officer based on competition and other factors to determine a fair and reasonable price. To be eligible for award the vendors shall meet 2 and 3 above as well as its price be deemed fair and reasonable in accordance with number 4 above. The winning vendor will be the Lowest Price Technically Acceptable. Only ONE (1) quote will be acceptable. Please do not provide multiple options.

6. The Government intends to make award based on the initial quote submissions without asking questions or requesting revisions. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to ask questions at any time during the evaluation of quotes, if it is determined to be in the best interest of the Government. Questions may be asked of some, all, or none of the Offerors to enhance Government understanding of quotes; allow reasonable interpretation of the quote; or facilitate the Government's evaluation process.
