About this file
This is a Request for Quote (RFQ) letter for a Foreign Military Sales (FMS) procurement supporting Taiwan under FMS Case ZB-B-VTD, issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) in support of the U.S. Army Security Assistance Command (USASAC). The procurement covers various individual equipment items required to support Taiwan's defense needs.
Vendors must complete all green cells in RFQ Attachments 1 and 2 according to provided instructions and submit quotes for items specified in the attached spreadsheet, with colors and patterns as indicated in Column D. Vendors are required to provide detailed technical information demonstrating how their proposed products meet each specification identified by part number in Column B, including side-by-side comparisons for any alternative materials proposed. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis with evaluation conducted in accordance with FAR 12.203. The Government anticipates making a single Firm Fixed Price (FFP) contract award; however, if no single offeror proposes all items or demonstrates fair and reasonable pricing on all items, multiple awards may be made to different vendors for portions of the case. Price evaluation will be conducted using price analysis techniques prescribed in FAR 15.404-1, and vendors may be required to submit additional data beyond certified cost or pricing data if the Contracting Officer determines insufficient information exists to establish fair and reasonable pricing.
