About this file

This document is a Justification Review Document for a FAR Part 6 Justification and Approval for Other than Full and Open Competition. The U.S. Army Mission and Installation Contracting Command (MICC) at Yuma Proving Ground (YPG) is seeking an eight-month extension of the current Installation Support Services (ISS) contract with Shearwater Mission Support, LLC, valued at $6.6M. The extension will run from July 16, 2025, through March 15, 2026, and is necessitated by a Government Accountability Office (GAO) protest filed on January 27, 2025, which requires additional time to develop and implement a corrective action plan.

The ISS contract will continue to provide comprehensive support for the Directorate of Public Works, including maintenance and repair of real property structures and facilities, electrical systems, heating plants, water supply systems, air conditioning, ground maintenance, pest control, emergency repairs, recycling, hazardous waste management, and facility maintenance. The contract was originally awarded on September 17, 2018, as a five-year contract with four one-year option periods. The extension is being pursued under the authority of 10 U.S.C. 3204(a)(1), which allows for a sole source procurement when no other supplies or services will satisfy the agency's requirements.
