YIP FOA-AFRL-AFOSR-2023-0011

Questions & Answers

Q1. Can a U.S. citizen who is employed at a foreign Institution apply for the YIP award?

Answer: No. The Young Investigator Program grant awards are made to U.S. Institutions of higher education, industrial laboratories, for-profit, or non-profit research organizations where the Principal Investigator is employed on a full-time basis and holds a regular position.

Q2. Can I submit a proposal to more than one research portfolio area?

Answer: No. YIP proposals may be submitted for only one research portfolio area.

Q3. I am planning to coordinate my topic idea with one of the Program Officers, which is recommended in the FOA. Since YIP white papers are due on 12 June 2023, can the coordination happen any time before that?

Answer: Yes, you may reach out to one of the Program Officers any time before the white paper deadline.

Q4. May I submit multiple white papers and/or to different branches?

Answer: Yes, you may submit multiple white papers, but you need to inform the

Program Officer(s) that you are sending multiple white papers and/or to another branch.

Q5. May I have a funded collaborator from a different Institution?

Answer: No. Individual awards are made to the Institution, not to the Principal

Investigator. There may not be co-PI’s except if the potential proposed PI transfers

Institutions post-closing date of the announcement and the primary Institution agrees to add the PI’s receiving Institution as a sub-award. The YIP is a single investigator award, there are no collaborators.

Q6. Can you please let us know where and how we can access the pre-solicitation questions?

Answer: These are the pre-solicitation questions collected and answered.

Q7. What are considered Senior Personnel?

Answer: Senior Personnel include the PI, along with a Post Doctoral Associate.

Q8. Are letters of support allowed to be included in the proposal package?

Answer: Yes.

Q9. Can I use the Times font in LaTeX instead of Times New Roman in Word?

Q10. Is the definition of 1.5-line spacing based on the Word software?

Q11. Can funding be used to buy equipment or software?

Answer: Yes, funding can be used to buy equipment and/or software that will be used in support of the project. This request needs to be documented in the proposal budget and budget justification.

Q12. How are grants evaluated, yearly or quarterly?

Answer: An annual technical project summary of the project progress is required. PI’s are also required to attend the annual AFOSR Program Review at the request of the

Program Officer.

Q13. Does AFOSR grant an extension to the cutoff date for eligibility (01 April 2016) due to childcare responsibilities?

Answer: No.

Q14. What does “potential team members and development plans” mean?”

Answer: The white paper content must address any team member and how the development of their work will impact the proposed research.

Q15. What does “potential relationship of the proposed research and development to Department of Defense missions” mean?

Answer: This evaluation and selection criteria will assess (1) How will the proposed research and development address and align with the Department of Defense mission. (2)

What will be the impact of the research to the DoD mission.

Q16. Are we required to contact the Program Officer prior to submitting a white paper?

Q17. At the white paper submission stage, aside from submitting the white paper, is there anything else we should do?

Q18. I am not currently affiliated with any institution. However, there is an institution that is willing to host me for the purposes of submitting this proposal. Is this allowable?

Answer: In order to be considered eligible, the applicant must be affiliated with an institution before the proposal deadline.

Q19: I will be starting as Assistant Professor of X at X Institution on 01 July 2023. Am I eligible to apply to the AFOSR YIP even though the white paper deadline is before my start date at X?

Q20. The solicitation mentions that YIP applicants must have permanent residency by the proposal deadline. My interpretation is that a YIP applicant can submit a white paper and receive the PO response even without permanent residency by the white paper deadline. However, if permanent residency is not granted by the proposal deadline, they will not be eligible to submit a full proposal. Is this correct? I understand that permanent residency will be required to be eligible to submit a full proposal.

Q21. The solicitation reads that all technical or general pre-proposal inquiries and questions be submitted by 15 May 2023. Can research specific questions to Program Officers continue to be submitted after such deadline?

Q22. I am currently a tenure-track Assistant Professor at University X. I will move to University

Y in mid-August 2023 as a tenure-track Assistant Professor. I would like to ask if I can submit the white paper using University Y as my institution and work with University Y to submit my full proposal by the deadline in August. Any advice will be appreciated. (I received my Ph.D.

after 01 April 2016 and have met all other eligibility requirements for this YIP opportunity.)

Q23. I have a green card, but I am a conditional permanent resident of the United States (from marriage based green card). https://www.uscis.gov/green-card/after-we-grant-your-green-card/conditional-permanent-residence. We have just recently applied to have the conditions removed but our application is still being processed. I'm wondering if I'm qualified for the YIP call.

Answer: If you are a permanent resident by the proposal due date 14 Aug 23 then you are eligible.

Q24. Are employees of UARCs eligible?
