About this file
This document is an Industry Day presentation for the Yazoo Backwater Pumping Plant Project, a U.S. Army Corps of Engineers (USACE) initiative located in west-central Mississippi north of Vicksburg. The project is authorized under multiple Flood Control Acts and Water Resources Development Acts to protect approximately 1,074,000 acres against flooding from the Mississippi River and associated waterways.
The project comprises three separate construction contracts with the following estimated magnitudes: (1) Site Preparation and Foundation work up to $50 million, involving site access, clearing, grubbing, borrow area establishment, surcharge placement, and pad fill; (2) Inlet and Outlet Channel Excavation up to $100 million, including temporary cofferdams, mass excavation, embankment armoring, and channel restoration; and (3) Pumping Plant Construction over $1 billion, encompassing 14 axial-flow pumps rated at approximately 1,800 cubic feet per second each, electric motors, structural foundations, concrete construction, mechanical/electrical/architectural systems, and a 75-ton overhead crane. For the first two contracts, USACE plans competitive Best Value Trade-Off awards of Single Award Task Order Contracts (SATOCs) prior to final design completion, with consideration being given to combining both into one larger SATOC. For the $1 billion Pumping Plant contract, USACE is implementing a two-phase Pre-Qualification of Sources strategy (DFARS 236.272) with Phase One occurring prior to 30% design to establish a shortlist of qualified offerors, an interim Early Contractor Involvement phase awarding non-negotiable fixed stipends for design review input at 30%, 60%, and 90% design milestones, and Phase Two issuing a competitive solicitation only to prequalified contractors upon design completion. Follow-up one-on-one sessions with prime contractors are scheduled for April 27 through May 1, 2026, with registration required by April 23, 2026, by contacting Kasey Davis at Kasey.T.Davis@usace.army.mil to discuss detailed market research questions regarding contractor capabilities, supply chain risks, phasing strategies, and acquisition structure feedback.

YAZOO BACKWATER PUMPING
PLANT PROJECT
INDUSTRY DAY 1
23 APRIL 2026
AGENDA
Opening Remarks/Administrative Items R. Ellis Screws – Contracting Officer, Vicksburg District Project Overview Mike Renacker - Project Manager Technical Details of Primary Construction Actions David Randolph - Technical Lead Acquisition Planning R. Ellis Screws Closing Remarks R. Ellis Screws
AUTHORITY – Authority: Flood Control Acts 1941, 1950, Section 3(b)); 1944 (Section 10); 1965 (Section 204);
WRDA 86, Section 103; WRDA 96, Section 202 authorized the project to protect a portion of the Yazoo Basin against all but large floods of the Mississippi River.
DESCRIPTION – The Yazoo Backwater Area (YBW) project is in west-central Mississippi, immediately north of Vicksburg, Mississippi. The YBW is bounded on the west by the left descending bank of the Mississippi River Levee, the Yazoo Basin escarpment on the east, and the Yazoo River on the south. The area contains approximately 1,074,000 acres and has historically been subject to flooding from backwater by the Mississippi River, as well as headwater flooding from the Yazoo River, Sunflower River, and Steele Bayou. The project has four major features: The Yazoo Backwater Area levee, associated water control structures, connecting channel, (all were constructed by 1978) and the Yazoo Backwater Area pumping plant (unconstructed). The unconstructed pumping station is a component of USACE’s Yazoo Backwater Water Management Plan.
PROJECT OVERVIEW
PROJECT SCOPE
The current design of the Yazoo Backwater Pumping Plant (YBWPP) is a 25,000 CFS pumping plant located adjacent to the Steele Bayou Drainage Structure. The pumping plant will be operated when the Steele Bayou Drainage Structure is closed and will manage water levels in the Yazoo Backwater
Area to an elevation of 90 feet at the Steele Bayou gage during crop season (25 March - 15 October) and to an elevation of 93 feet at the Steele Bayou gage during non-crop season (16 October – 24 March).

TECHNICAL QUESTIONS / MARKET
RESEARCH
1. Describe your plan for self-performing work, subcontracting the work, and/or engaging in a Joint Venture. What key features of this project would you self-perform and what key features would you subcontract?
2. The project site is in a rural area, accessed by MS HWY 465, with limited public utilities, and subject to flooding events on the Mississippi and Yazoo Rivers. What are your anticipated needs for an on-site laydown area, temporary utilities, and security/access control? How would you plan to obtain these services?
3. The Yazoo River may be needed to transport riprap and heavy equipment (valves, cranes, piles, bridge girders, etc.) due to roadway limitations. What type of offloading facility would be needed and what are the minimum draft requirements?
4. Borrow material may need to be hauled from up to 6 miles away. What solutions can you propose for delivering this material to the site efficiently?
5. What potential supply chain, transport/delivery, temporary storage, or Buy America Act compliance risks do you foresee for the following specialty and/or long lead items? How would you mitigate those risks:
a. Structural Steel
b. Piling
c. 14 total 1800 cubic feet per second (cfs) vertical axial pumps
d. 14 total 5000 HP (approximate) electric pump motors with starters
e. Mass Concrete (ready mix versus onsite batching)
f. Up to 75-ton (estimated) overhead bridge crane within pumping plant building
6. Construction funding for this project is expected to be received incrementally, leading to multiple construction contracts based on severable features of work. The current proposed plan includes the following separate contracts:
a. Civil Site Work (e.g., preload/overburden for the pumping plant foundation, temporary access roads)
b. Construction of inlet and outlet channels
c. Pumping Plan Construction (including all vertical construction, installation/testing/commissioning of the pumps, motors, overhead crane, and associated M/E/P systems, physical security systems, site access, site utilities, etc.
It is likely that the contracts may need to be broken down into even smaller features of work. How would you propose structuring or phasing the work to accommodate incremental funding?
7. For the Site Preparation/Foundation and Channel Excavation work, the government is considering using a Single Award Task Order Contract (SATOC) awarded via a Best Value Trade Off Source Selection. We are seeking industry feedback on three (3) potential structures:
a. A single SATOC to issue one (1) or more Task Orders for the Site Preparation – Foundation project only.
b. A single SATOC to issue one (1) or more Task Orders for the Channel Excavation project only.
c. A single, larger SATOC to issue multiple Task Orders that combines both the Site Preparation and
Channel Excavation projects.
8. For the Pumping Plant construction, the government is considering a two-phase acquisition strategy using Pre-Qualification of Sources (DFARS 236.101-70). We are seeking industry feedback on this entire process:
• Phase 1: Pre-Qualification: A sources sought notice will be posted on SAM.gov to select and create a short-list of pre-qualified offerors.
• Interim Phase: Early Contractor Involvement (ECI): Each pre-qualified firm will be awarded a non-negotiable fixed amount stipend to provide design review comments and input at the 30%, 60%, and 90% design milestones.
• Phase 2: Final Solicitation: After the design is finalized, a competitive solicitation will be issued only to the pre-qualified group for the final contract award.
What feedback, issues, or benefits does industry see with this two-phase approach, including the use of non-negotiable, fixed-amount stipends for Early Contractor Involvement?
9. Is there any additional feedback you would like to provide regarding the technical design aspects or the proposed acquisition approaches for this project?
FOLLOW UP INSTRUCTIONS
