About this file

This is a pricing spreadsheet template for Liberty County School System's Internet Access and Wide Area Network (WAN) services procurement. The solicitation seeks pricing for Internet Access services at 9 Gbps and 10 Gbps bandwidth levels to be delivered to the district's demarcation point, as well as WAN lit fiber services at 10 Gbps and 20 Gbps connecting 18 facilities across the district. The preferred contract term is 60 months with two 12-month extensions, though other options will be considered.

The pricing structure requires vendors to break down costs into special construction costs, one-time fees, and monthly recurring costs for both Internet Access and WAN services. There are specific E-Rate funding requirements, including adherence to Lowest Corresponding Price (LCP) rules and detailed documentation of special construction costs. Vendors must provide comprehensive information about construction routes, materials, and procedures for Universal Service Administrative Company (USAC) review. The spreadsheet includes sections for detailed cost breakdowns of aerial, direct buried, and buried with conduit installations, which are required for E-Rate funding consideration. Vendors may consider allowing the district to amortize the non-discount share of special construction costs over three years from Funding Year 2025 to 2027.

Directions

LIBERTY COUNTY SCHOOL SYSTEM

DIRECTIONS FOR THE PRICING SPREADSHEET:

Please fill in the following spreadsheets with Description of Products, Part Numbers (if applicable), Quantity, and Price for the items proposed by your company. A 36 month pricing/agreement is preferred, with two 12-month extentions (other options will be accepted).

Please include pricing for the most appropriate Internet Access and Wide Area Network (WAN) speeds that are similar to those listed if your company does not offer the requested speeds. Additional line items or parts may be added if needed to reflect a complete proposal.

Formulas included in the spreadsheet are for convenience only - each bidder is required to confirm that the pricing and formulas are correct.

Please include this pricing workbook with the RFP response.

LOWEST COORESPONDING PRICE (LCP):

Lowest corresponding price is defined as the lowest price that a service provider charges to nonresidential customers who are similarly situated to a particular applicant (school, library, or consortium) for similar services. See 47 C.F.R. § 54.500.

Service providers cannot charge applicants a price above the LCP for E-rate Program services. See 47 C.F.R. § 54.511(b).

This ensures that: 1) service providers do not charge applicants more than they would charge their other customers for the same services. See First Report and Order, 12 FCC Rcd 8776, 9031-32, para. 484; and 2) any lack of experience in negotiating in a service market does not prevent applicants from receiving competitive prices. See First Report and Order, 12 FCC Rcd 8776, 9031, para. 484.

A service provider – regardless of the size of the company or the category of service provided – must ensure that the LCP is provided to applicants. The applicant is not obligated to ask for it, but must receive it. See 1996 Universal Service Order, 12 FCC Rcd 87, 383, para. 540.

What is the total distance of the project (feet)
What is the total cost of the project?

OSP Type Distance of build (feet) Cost Cost per foot The information reuested in this section of the spreadsheet is for future inquiries by the Universal Service Administrative Company (USAC) and is dependent for E-Rate funding for the project. Plese provide as much information as possible.

In addition to completing the spreadsheet data here, there is additional information that can be included now (as separate documentation) listed below. If it is not included now, it will be requested at a later date for chosen solution.

• Special construction cost breakout worksheet (see this spreadsheet);

• Route map of all build segments in kmz format;

• Explanation of alternative routes that were explored and why the chosen route is the most cost-effective;

• Explanation of special materials and procedures required that may have increased construction costs, such as:

o Historical preservation or environmental issues;

o Bridge, waterway, railway, or highway crossings;

o Galvanized conduit;

o Directional boring through hard rock or under a paved surface;

o An excessive number of handholes, marker posts, or other OSP materials;

o Expensive pole attachment fees or make ready costs;

o Etc., as requested from USAC.

If any information requested (including all attachments), is legally protected information, confidential or proprietary information, or a trade secret intended solely for the use of the intended recipient - that must be notated. Please be aware that USAC will require this (and possibly more) information to be submitted directly to USAC prior to funding (see page 15 of RFP document). If the responding vendor does not provide the information to USAC when requested, that will be grounds for denial of funding.
