Sources Sought: #XZ-18-0001, OMS/UCI Collaborative Working Group
Part I. Description of Requirement A collaborative working group, consisting of a variety of industry partners, works as a single extended entity to:
• Provide the planning, management, and engineering required to develop, update, maintain, and configuration control the OA standards.
• Develop and implement governance and configuration control processes.
• Perform systems engineering which culminates in an annual release of the OA standards.
• Ensure current and future OA standards are non-proprietary and have unlimited Government right to use, modify, reproduce, release, perform, display, or disclose.
• Assist and coordinate with program offices adopting and using the OA standards.
• Plan and execute annual integration events.
• Create and maintain training material and conduct annual training events.

Part III. Capability Survey
1. Identify the DoD contracts involving a collaborative working group that your company has been involved with.
Describe the scope of the effort.
2. For the contracts listed in question 1, describe in detail the product or service the collaborative working group delivered.
3. For the contracts listed in question 1, describe the process for how the CDRLs/deliverables were required to be submitted.
4. For the contracts listed in question 1, describe how the collaborative working group developed proposals.
5. Describe the length of time it took for the collaborative working groups (identified in question 1) to become high performing teams.
6. Describe your experience with OMS services, subsystems, platforms, or other implementations. Discuss number and types of implementations.
7. Describe your experience with OMS compliance. Discuss your experience in developing compliance artifacts for the services, subsystems, platforms, or other implementations identified in question 6.
8. Describe the number and types of change packages that your company has submitted through the formal
OMS/UCI change process.
9. Describe your involvement as an OMS/UCI change champion or interested party i.e., number of CPs, specific CP numbers, and contribution details.
10. Describe your familiarity with the OMS Critical Abstraction Layer (CAL) and your experience developing a
CAL.
11. Describe your experience using reference implementations.
12. Describe your specific experience with the UCI message set.
13. Describe the opportunities to use small business.
