Sources Sought Notice
Program Support Services
This Sources Sought does not constitute an Invitation for Bid or a Request for Proposals, nor should it be considered as a commitment on the part of the Government. The information received WILL NOT obligate the Government in any manner nor will the Government reimburse companies for any costs associated with providing a response to this Sources Sought Notice. Any information obtained because of this Sources Sought is intended to be used by the Government on a non-attribution basis for market research to identify vendors with the necessary capabilities to support the U.S Army.
By submitting information in response to this Sources Sought, respondents consent to the release and dissemination of submitted information to any Government or non-Government entity to which PEO-EIS TAO releases and/or disseminates the information for review. As such, to the extent that any information submitted in response to this Sources Sought is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) of the potential that such information may be disclosed to third parties and (b) that submission of information in response to this Sources Sought constitutes consent to disclosure of submitted information. NO phone calls and/or request for a Solicitation will be accepted or acknowledged. Company Brochures are NOT desired.

The Government requests responses to this Sources Sought be submitted NO LATER THAN 2 November at 11:00 AM EDT. All Interested parties must submit in writing (no more than 8 pages, single spaced) their capabilities, experience and familiarity with providing the services stated below. Marketing materials are not a sufficient response to the Sources Sought. The responses should be in Adobe Acrobat Portable Document Format (PDF) or in a format compatible with Microsoft Office. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART), OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government anticipates a possible future solicitation for this action and will be utilizing the responses to this sources sought as the list of vendors to solicit.
The contract type is anticipated to be a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity contract (IDIQ).
The proposed contract is anticipated to include tasking that would be accomplished by labor categories that may be subject to the Service Contract Act.
PROGRAM BACKGROUND:
The U.S. Army, Technology Applications Office (TAO) develops, acquires, and deploys tactical and non-tactical information technology systems and communications products and services. TAO is a center of excellence for systems acquisition, development, and integration of IT products and services. TAO’s 65-person staff is uniquely task organized with organic project management, contracting, finance, security, information technology, and logistics cells to provide fast, efficient, secure, and discreet acquisition services for other Government organizations. Despite its small size, TAO processes a high volume of acquisitions, ranging in size from a minor credit card purchases to multi-million dollar contracts.
REQUIRED CAPABILITIES: TAO is need of a Contractor that can provide office support to TAO principally located at Fort Detrick, Maryland. Contractor support is intended to provide Subject Matter Experts (SMEs) with a requisite level of knowledge and experience to assist TAO staff with various aspects of the acquisition process.
- Financial Management Support: The Contractor shall provide financial management support for a broad array of Army financial matters, which includes all phases of the budget process (e.g., planning, programming, budgeting, and execution).
- Project Management Support: The Contractor shall provide project management support for communications-electronics and information technology related acquisitions including products, integrations, and continued sustainment for customer requirements ranging in value from a few hundred dollars to multi-million dollar purchases.
- Engineering Support: The Contractor shall provide Network Engineer support for communications-electronics and information technology, integrations and continued sustainment for customer requirement ranging in value from a few hundred dollars to multi-million dollar purchases.
- Office Administrative Support: The Contractor shall provide support that includes, but is not limited to, supporting daily TAO operations; employee transitions in and out of the organization; Government employee time card management utilizing the Automated Time Attendance and Production System (ATAPPS) , Defense Civilian Pay System's (DCPS) and Remedy; tracking employee training; preparing building/badge accesses; and reviewing/auditing official travel documents utilizing the Defense Travel System (DTS).
- Acquisition Support: The Contractor shall provide acquisition support personnel that can assist with preparing solicitations, evaluations, negotiations, and contract awards for the Federal Government as well as aid in administering contracts by preparing modifications, reviewing invoices, conducting file management, resolving issues between the Government and the Contractor, and preparing contracts for close-out.
- Logistics Management Support: The contractor shall provide logistics management specialist in support of a myriad of Army logistical policies to include property accountability, logistics automation, supply management, acquisition, transportation management, and facilities.
- Cyber Security Support: The contractor shall provide Information Technology / Cyber Security support to ensure compliance with Federal, DoD, Department of the Army (DA) and Joint Security Implementation Guide (JSIG) Cybersecurity / Information Assurance policies.
Ensures the rigorous application of cybersecurity security/information assurance policies, principles, and practices.
- Security Support: The Contractor shall provide Security Specialists participating in all administrative security disciplines to include maintaining a certified and accredited facility and robust security program. Contractor personnel performing under this position shall participate on a team of Security Specialist professionals and be knowledgeable of security measures governing and protecting the Army’s most sensitive information, activities, technology, and operations. Responsible for assisting in implementing and enforcing Collateral, SCI and SAP security policy and procedures as set forth by DoD and Army regulations.
CONTRACT SECUIRTY REQUIREMENTS:
- Vendor must have a Defense Security Services (DSS) Facility Security Clearance (FCL) at the Top Secret (TS) Level.
- Vendor must have personnel cleared to TS with the ability to obtain access to SCI (SI/TK/HCS/G caveats) information in accordance with ICD 704 and/or the Department of Defense Manual (DoDM) 5205.07 Volume II, respectively.
ADDITIONAL REQUIREMENTS:
- Ideally the vendor will be located within the National Capital Region (NCR) as this will be where the majority of work will take place.
Responses should include answers to the following questions:
1.) What type of work has your company performed in the past in support of the same or similar requirement?
2.) Can or has your company managed a contract of this nature? If so, please provide relevant past experience.
3.) What specific technical skills does your company possess which ensure capability to hire and maintain staffing to meet the required positions?
4.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern.
The Capability Package must be clear, concise, and complete and shall include {in addition to the technical aspects above), at a minimum:
1. Identify the organization's name, address, telephone number, and point of contact {also with title, phone, fax, and e-mail) on packaging and title pages. The organization name should appear clearly on every page of your submittal and proprietary information must be clearly marked.

3. Number of years in business
4. Cage Code
5. DUNS# & Tax ID#
6. Company Profile (Number of employees, annual sales history, locations and if CCR registered).
7. Affiliate Contractor {if potential sub) or subcontractors {if potential prime).
8. Contract references in the past five (5) years relevant to the requirement to include: contract number, agency supported, whether or not you were the prime or a subcontractor, period of performance, original contract value, final or current contract value, technical monitor and phone/fax number, POC with current phone/fax number, and a brief description of the effort.
In addition, all responses should be unclassified and marked appropriately to ensure consideration of operational sensitivities.
