· Software Engineering Environment (SE2) Development Support (M)
GENERAL: The objective of this task order is to provide technical support for SE2 to work within a mixed government and contractor team to deliver discrete software development, cyber security, and information technology expertise and capabilities in support of development and sustainment teams, both internal and external to the Technical Services Directorate.
INTRODUCTION: The Software Engineering Environment (SE2) provides the Software Engineering Center’s (SEC) workforce and stakeholders with a collection of comprehensive software tools to perform software engineering activities across the developmental lifecycle. The SE2’s goal is to offer the most relevant technologies to support SEC staff in accomplishing the mission while standardizing tool sets, infrastructure, and processes across the command by leveraging current and emerging technologies. SE2 was born out of a need to reduce licensing costs and remove silo development structures into a common platform, process, and collaborative environment.
The SE2 is currently an on-premise solution at APG that is accessed through the Defense Research Engineering Network (DREN). Future plans include migrations of the SE2 environment into a hybrid cloud solution. Additional SE2 configuration information is provided in ATTACHMENT XXXX.n
SCOPE: The scope of this task is to provide support in the analysis, planning, deployment, test, and integration of innovative DevSecOps technologies into the SE2 infrastructure such that the SEC mission and goals will remain attainable in a rapidly growing technological environment. This includes supporting the current Agile software development tools that facilitate continuous integration and delivery of software maintained by SEC developers, analyzing current technologies, and recommending cutting-edge solutions to fulfill current and future requirements.
Tasks include but are not limited to:
· Perform the technical work necessary to develop and/or integrate new SE2 capabilities and services to be compatible with the existing environment
· Provide support on continuous integration software such as Jenkins or other DevSecOps continuous integrated solutions used to support CECOM’s pursuit of DevSecOps automation
· Operate within a Continuous Integration / Continuous Deployment (CI/CD) pipeline
· Research new technologies which will enhance the value of SE2
· Define technical requirements based on existing capabilities
· Define technical requirements based on user stories and/ or functional requirements
· Define and perform tasks as part of a cross-functional team
· Perform functional and technical testing of new SE2 capabilities and services to include unit testing, integration, and UI tools
· Ensure that a new or changed SE2 service will meet customer requirements and will be fit for purpose and fit for use
· Create documentation sets suitable for transitioning SE2 capabilities and services to sustainment to include any required documentation
· Define and perform continuous improvement to the customer-facing portal
· Provide support to SEC team members in knowledge transfer of Best Practices in uses of SE2 technologies
· Provide support to helpdesk personnel in resolving customer-related questions and issues when using the listed technologies.
· Support team members in resolving complex problems when using the software as needed.
· Provide support to team members in the planning and implementation of rollout and use of new or existing SE2 technologies.
· Strong knowledge in planning and performing in an agile work environment with a focus on agile development practices
· Experience integrating third-party tools
· Experience with the SDLC, including use of software source control systems, artifact repositories, and code assessment tools
· Experience in configuration as code (CAC)
· Use of DoD/Army Authentication and Access Control systems, including CAC/Active Directory
· Excellent verbal communications skills
· Effective writing to produce documentation for technicians, and users
· Strong analytical and problem-solving skills
· Exceptional technical troubleshooting skills (applications, services, servers, networking, etc.)
Current technologies include: JIRA, Confluence, GitLab, Bitbucket, Nexus, Jenkins, Selenium, Fortify, SonarQube, CodeDX, MS Azure, Azure DevOps, Linux, Ansible, Terraform, Active Directory, and Amazon Web Services
PERSONNEL QUALIFICATIONS: Supporting personnel MUST have IAT Level 2 credentials, including baseline cyber certificate(s) and applicable platform certifications, which include common operating environment training (Windows 2016/2019, Linux RedHat/CentOS).
The level of experience required for personnel working this task should consist of a combination of Senior/Leads and Journeyman as identified in the ATTACHMENT XXXX TSD Unified IDIQ Labor Categories.

· Two and a half (2.5) IT Specialists - Senior
EXISTING CONTRACTOR STAFF:

· SE2 Customer Transition Support (S) GENERAL: The objective of this task order is to provide technical support for SE2 to work within a mixed government and contractor team to deliver discrete software development, cyber security, and information technology expertise and capabilities in support of development and sustainment teams, both internal and external to the Technical Services Directorate.

SCOPE: The scope of this task is to provide support in the migration of existing labs and/or systems into the SE2 in order to utilize the existing SE2 infrastructure, tools and services. This includes supporting the current Agile software development tools that facilitate continuous integration and continuous delivery of software maintained by SEC developers as well as analyzing current technologies and recommending cutting edge solutions to fulfill current and future requirements.
Tasks include but are not limited to:
· Assist SEC customers with connecting their labs to the SE2 and gaining access to the tools they need
· Assist customers with migration of existing system data into SE2 tools
· Provide continuous technical support to address any problems which occur with those connections
· Define and perform tasks as part of a cross-functional team
· Document customer needs as both functional and technical requirements
· Define technical requirements based on user stories or functional requirements
· Create and maintain customer artifacts necessary to support lab agreements, interconnects, and maintenance support
· Excellent verbal communications skills
· Effective writing to produce documentation for technicians, and users

SCOPE: The scope of this task is to provide support for the management of the SE2 Service Desk by fulfilling user service requests for SE2 customers and including the documentation, tracking, and resolution of problem reports and service requests for assistance as received from the SE2 customers. This includes Tier1/Tier2/Tier 3 support for SE2 technologies and services as required. The average time for initial response to the customer for each service request shall be less than 1 hour. The average time to fulfill Priority service requests shall be less than 8 hours. The average time to fulfill Routine service requests shall be less than three business days. Regular hours of operation are Monday – Friday 0600 – 1800 EST.
Tasks include but are not limited to:
· Sustain SE2 capabilities and Services released to production. Technologies include but are not limited to: JIRA, Confluence, GitLab, Bitbucket, Nexus, Jenkins, Selenium, Fortify, SonarQube, CodeDX, MS Azure, Azure DevOps, Linux, Ansible, Terraform, Active Directory, Amazon Web Services Break/Fix support for existing and supported SE2 technologies.
· Manage, monitor, and resolve tickets. On average, the service desk receives up to fifty tickets per week and are a combination of break/fix, user permissions/access, and infrastructure projects. Infrastructure project tickets have more scope than others and require longer resolution timelines.
· Resolve account requests and password resets
· Provide Triage/Tier1/Tier2/Tier 3 support for SE2 technologies and services as required. The SE2 Service Desk is composed of high-level system administrators that address help desk Tier 2/3 service requests. The team supports a large-scale infrastructure with many moving parts. Examples of service desk requests include servers, virtual machines, and/or group account provisioning. The resolution of specific requests may require additional time, depending on the request's complexity. All SE2 issues flow through the SE2 Service Desk and are assigned to system administrators for resolution.
· Build and Maintain SE2 Service Desk Knowledge Base
· Define and perform tasks as part of a cross-functional team
· Participate in continuous improvement of the customer-facing portal
· Ensure high-quality service desk operations
· Monitor the Service Desk workflow to include ticket volume and data to ascertain potential system outages or severe system downtime of crucial IT infrastructure assets and Services.
· Ensure that appropriate subject matter experts are being consulted during the troubleshooting process and that issues are appropriately escalated to upper management.
· Ensure that customers receive updates on service issues through various means (i.e., email, phone, MS Teams, etc).
· Coordinate the creation and delivery of appropriate messaging regarding system outages in a timely manner, in collaboration with the Service Desk Manager and other IT Management
· Update and validate that the SE2 Service Desk knowledge base is correctly updated once an issue resolved
· Validate closed tickets contain a description of the resolution as well as the LOE required to fix the issue
· Excellent verbal communications skills

SCOPE: The scope of this task is to provide Patch Management Support required to maintain and ensure the cybersecurity posture of the SE2 infrastructure. This includes performing and documenting IS Security Control Tests that identify the system's security posture and ensure that fixes will address issues identified in the current Plan of Actions & Milestones (POA&M) and other test reports. IS Security Control Tests include Assured Compliance Assessment Solution (ACAS) scans, verification with automated Security Technical Implementation Guides (STIGs) benchmarks, manual review of system STIG compliance, and review of system operating procedure compliance with Information Assurance (IA) control requirements. In addition, quarterly and annual tests will be conducted based on Federal Information Security Management (FISMA) requirements. Compliance Artifacts, such as screenshots, output from Assured Compliance Assessment Solution (ACAS), and/or other artifact development that offers clear and convincing evidence of addressing or closing issues identified on the POA&Ms will be provided as required. Documentation includes submitting a Test Report and submission into EMASS.
Tasks include but are not limited to:
· Ensure all SE2 assets are compliant, patched, and up-to-date
· Provide IAVA & STIG Support
· Maintain baseline AGM DREN image
· Track and execute all bug-fix patches, security patches, and feature patches as related to the DREN images
· Image customer DREN laptops and install the required above baseline software
· Employ SCCM for patch management
· Support patching on Close Restricted Networks
· Responsible for Patch Management Application and OS Deployments with baseline configurations.
· Responsible for Reporting and Monitoring the health and performance of Servers on the SE2 network
· Responsible for maintaining machine compliance on the network
· Responsible for keeping all machines on the network patched and up-to-date
· Respond to weekly C5ISR scans, and SCCM pushes validating systems to receive updates and troubleshoot as required.
· Perform ad-hoc Security Scans on affected machines to ensure no machines become quarantined.
· Ensure network device installation and configurations conform to STIG guidance. Make changes to the network as required to achieve compliance. This includes changes to physical security, logical security, appropriate permissions for network administrators, and segregation of traffic over the network.
· Ensure STIG compliance on required assets
· Test and implement STIGs assisting with resolving issues related to STIG requirements
· Audit STIGs on a quarterly basis and update settings.
· Create and manage POAMs as required.
· Ensure all identified vulnerabilities are remediated as required within the allotted timeframe

SCOPE: The scope of this task is to provide Infrastructure Support required to develop, sustain and expand the Software Engineering Environment (SE2) infrastructure and/or architecture as needed to optimize the effectiveness of operations and enterprise support services for customers across SEC and CECOM to ensure Warfighter superiority and information dominance. This includes ensuring that the SE2 infrastructure meets current mission requirements by designing and developing infrastructure changes defined in approved change proposals. It also entails designing and developing infrastructure changes that comply with governing documents and support mission-related changes, and implementing infrastructure changes to the physical setup and connection of Information Systems. The infrastructure, as defined in the SE2 hardware and software asset list, shall be available 90% during the operating hours of Monday-Friday 0600-1800 EST.
Tasks include but are not limited to:
· Maintain Active Directory Structure

SCOPE: The scope of this task is to provide Infrastructure Support required to develop, sustain and expand the Software Engineering Environment (SE2) network as needed to optimize the effectiveness of operations and enterprise support services for customers across SEC and CECOM to ensure Warfighter superiority and information dominance. This includes designing and developing network changes as defined in approved change proposals. It also entails evaluating infrastructure health and performance, analyzing bandwidth, availability, and processor performance. The frequency of this shall be any time there is a change to any lab infrastructure or on a quarterly- basis as a minimum.
Tasks include but are not limited to:
· Break/Fix support for the Network Infrastructure
· Support Maintenance of Network
· Define and perform tasks as part of a cross-functional team
· Define technical requirements based on existing or planned capabilities
· Continuous metrics analysis as part of ongoing risk analysis and risk remediation planning
· Continuous network design, architecture, and configuration improvement based on risk remediation
