Department of the Army Sole Source Justification for Purchases under the SAT

(Using FAR Part 13)

1. Contracting Activity: Army Contracting Command – Detroit Arsenal (ACC-DTA) is the procuring activity for this action.

2. Description of the Supply or Service Purchased:

The purpose of this action is to procure materials and services for the redesign of the Project Manager (PM) XM30 Prototype conference room in support of PM XM30. The proposed action will result in the issuance of a Firm Fixed Price (FFP) contract, consisting of a 3-month period of performance. The contractor shall re-install existing Telecommunications equipment and materials, design, install, engineer, integrate labor for the Audio Visual (A/V) program, and provide user training and maintenance for the XM-30 Prototype development conference room, Bldg. 230W, 2nd Floor, 6501 East 11 Mile Road, Detroit Arsenal, MI 48097-5000. The contractor shall procure and install components to integrate and function with existing facilities and fixtures in the room.

4. Authority Cited: FAR 13.106-1(b)(1), “Soliciting from a Single Source.”

5. Reason for Authority Cited: In 2015, IGI received an award from PM Transportation Systems under PEO CS&CSS to perform the original equipment install of the now XM30 PROTOTYPE conference room. IGI has extensive knowledge of the conference room wiring schematics for A/V cabling and input placements of peripheral/controller devices.

Additionally, IGI possesses the original system programmers along with the necessary source code to upgrade the Crestron/BI-AMP components and the Graphical User Interface (GUI) to the Crestron 1070 touch panel. For this effort, we are utilizing various existing equipment to streamline costs and upgrading certain existing components to enhance functionality. As the original installer of all components, IGI has a better understanding of the additional equipment cohesion with original concept and equipment integration. If we were to compete this effort, other bidding vendors will need to do a full redesign, cabling and A/V schematics, equipment assessment and reprogramming of all components from scratch which will drive up the costs approximately $5,000-$8,000 and delay completion of the effort
