About this file

This document is a Request for Quotation (RFQ) from the National Institute of Standards and Technology (NIST) for a Portable X-Ray Fluorescence Spectrometer System. NIST requires the spectrometer to detect and quantify various elements, including heavy metals and flame retardants, in fire-related samples. The spectrometer must meet specific technical requirements, such as weighing less than 5 lbs, operating on battery power for over 5 hours, and having a limit of detection of 10 ppm or less for certain elements.

The RFQ is set aside for small businesses under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing). Quotations are due by August 7, 2024, at 11:00 AM EST and must be submitted via email. The award will be made to the lowest-priced, technically acceptable offer. The contractor must provide a one-year warranty, software, training, and maintenance manuals. Delivery of the spectrometer is required within 60 days of contract award.

Portable X-Ray Fluorescence Spectrometer System

Background

The Fire Research Division (FRD) at the National Institute of Standards and Technology (NIST) Engineering

Laboratory provides measurements observed in fire and combustion experiments to enhance the standards and practices of the U.S. firefighting services and other fire-related organizations. The research conducted in FRD requires instrumentation utilized in various experiments that observe a wide range of compositions, including heavy metals and flame-retardant compounds. Detecting and quantifying various elements in different applications is crucial to understanding the physics of fire and assessing the risk fire presents (e.g., textiles, smoke composition, etc.). In a field deployment scenario, one of the tools available to the FRD to characterize complex samples comprised of heavy metals and flame retardants is an X-ray fluorescence handheld device (XRF). Through its ability to measure the x-ray emitted from a sample, an XRF enables the analysis of complex surfaces on an elemental level. A portable XRF system with the listed specifications is needed to upgrade the division’s capabilities for quantitative analysis of individual heavy metals and flame retardants in fire-related samples.

Specifications

1. The XRF spectrometer shall be of portable design, weighing less than 5 lbs, and operate on battery for more than 5 hours.

2. The XRF spectrometer shall be able to perform bulk sample material identification and be used with loose material (e.g., dust, soot, ash) or solid substrates (e.g., plastic or textile surfaces).

3. The XRF spectrometer shall be able to detect and quantify the following elements: chromium, mercury, arsenic, lead, bromine, cadmium, chlorine, titanium, iron, nickel, copper, zinc, tin, antimony, barium, and phosphorus.

4. The XRF spectrometer must utilize an X-ray tube rhodium anode to analyze/fluoresce the desired elements.

5. The XRF spectrometer must include a silicon drift detector with a detector shield.

6. The XRF spectrometer must have a limit of detection of 10 ppm or less for the following elements: phosphorus, bromine, zinc, antimony, mercury, and lead.

7. The XRF spectrometer shall have a response and analysis time of no more than 60 seconds.

8. The XRF spectrometer must be able to store data internally for more than 1000 sample readings.

9. The XRF spectrometer shall have the ability to transfer data via USB cable or memory card to a computer.

10. The XRF spectrometer shall have a direct reading display that presents concentrations when sampling.

11. Quantification of measurement error and traceable calibration must be provided.

Software/Manual

The contractor shall provide all required software to collect and analyze data. The contractor shall provide at least one (1) electronic copy in PDF format of the operations and maintenance manual covering proper operation, routine maintenance, and troubleshooting for the instrument and controlling software to the NIST Technical Point of Contact (TPOC).

Training

The contractor shall provide training at NIST for up to 2 NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training will be provided during normal business hours between 8:30 am and 5:00 pm Eastern Time, Monday through Friday, except for Federal Holidays, and will be coordinated with the NIST TPOC to ensure maximum availability of NIST personnel. Training shall occur within 30 calendar days of installation and acceptance.

Warranty

The contractor shall provide a one-year warranty for the system. All hardware and consumables for normal operation of the system and software shall be covered. The warranty shall cover all parts, labor, and travel. Only new OEM-certified parts shall be used in the repair and maintenance of the instrument.

The warranty shall commence upon successful completion of delivery, installation, training, and demonstration of all required specifications. During the warranty period, the contractor shall provide telephone support during normal business hours, on-site service, and replacement of any defective equipment or software.
