About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the Defense Logistics Agency (DLA) Land and Maritime. The solicitation (SPE7M3-25-R-0002) is for procuring 73 units of a Housing, Proportioner (NSN 2915-01-268-1594) for the B-2 Bomber aircraft, with Eaton Corporation as the sole approved source. The estimated contract value is not fully disclosed, but previous procurement records show unit prices ranging from $3,549 to $19,995.
The J&A justifies the sole-source procurement under 10 U.S.C. 3204(a)(1) due to technical data limitations and the inability to develop competitive specifications. Market research included email surveys and a sources sought notice on SAM.gov, which yielded no additional sources. Jamaica Bearings is identified as an authorized distributor for Eaton Corporation. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) for 30 days, with evaluation factors including price, past performance, and delivery. The contract is expected to be awarded to Jamaica Bearings, with the government determining the pricing to be fair and reasonable based on historical procurement data.

[X] AMSC D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCS 3, 4, or 5 are valid.
On 9/12/24, Product Specialist certified that the technical information, including the AMC/AMSC codes and approved source listed in the product master, were complete and accurate. The identified source in the table above is the only sources that retain the data essential to maintaining the quality of the supplies during manufacturing. The Government did not initially purchase the data and/or rights to these NSNs. It has been determined to be uneconomical to buy the data or rights to the data at this time.
6. Efforts to ensure that offers are solicited from as many sources as practicable are:
[X] The acquisition will be synopsized on or after 11/29/24 for a duration of 15 days. At the completion of the synopsis period, this PR will be solicited on the internet for a minimum of 30 days via the DLA Internet Bid Board System (DIBBS).

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
The proposal(s) will be evaluated according to best value procedures. Evaluation factors are price, past performance, delivery. All factors other than price, when combined, are approximately equal to price. As the evaluated prices become more equal, the relative importance of all other evaluation factors becomes more significant.
The buyer will utilize price analysis techniques such as comparison to past purchases of the same items to determine price reasonableness. Informal cost/price data will be requested if determined to be necessary. Buyer will utilize a Producer Price Index (PPI) to measure the average price changes received by domestic producers of the commodities and compare it to the offeror’s received prices for an estimated reasonable price increase. Using the PPI will provide a timely and accurate price and cost analysis, using historical records for thousands of commodity prices and wages around the globe, allowing procurement professionals to understand supplier’s cost structures and better negotiate supplier quotes. The buyer does not anticipate receiving more than one offer from responsible sources. Jamaica Bearings is an authorized distributor for approved source Eaton Corporation. Based upon the above techniques, the Contracting Officer hereby determines that the anticipated cost to the Government will be determined to be fair and reasonable prior to the award process.
8. Market Research/Efforts to Obtain Competition:
