GEOTECHNICAL DRILLING SCOPE OF WORK
Project Name: WY FLAP SHE 26(2) Red Grade Road
Project Description/Location: The project consists of geotechnical drilling for 7.6 miles of the gravel Red Grade Road between Mileposts 3.3 and 10.9 in Sheridan County, Wyoming (see attached County map). Milepost 0 is at the intersection of Red Grade Road with Wyoming State Highway 335 and Lower Hideaway Lane (6 miles southwest of the town of Big Horn, WY).
Scope of Work:
General: The gravel road is located in mountainous terrain with road widths varying between 15 and 25 feet. The drilling sites are accessible for a truck mounted drill rig. The existing road conditions are shown in the photos below.
Drilling Needs & Equipment: The drilling to consist of sixteen shallow borings up to 5-foot depth (or until refusal) plus one deep boring up to 30-foot depth (or until refusal). The drilling to consist of hollow stem auger (HSA) drilling using a truck mounted drill rig able to advance to 30-foot depth. The soils beneath the road are believed to consist of silty, clayey sand with gravel and cobbles. Borings may encounter boulders and bedrock. A two-man drill crew is anticipated.
Shallow borings are intended to penetrate through the existing structural section and into the underlying material for the purpose of gathering bulk subgrade samples (in 5 gallon buckets with 50-70 pounds of material each). It is estimated that these borings will be on 0.50 mile increments or as marked. The deep boring is intended to collect split barrel samples (in 1 gallon ziplock bags) and to measure the SPT resistance of the soil at increments of 5’ depth. Drill cuttings can be dispersed at the site. Borings to be backfilled with excess cuttings for depths less than 5 feet and imported pea gravel or bentonite chips for depths greater than 5 feet and compacted. The boring to be topped with at least 6 inches of compacted crushed aggregate road base. FHWA personnel to log the samples and transport the sample buckets to a shipping location. FHWA to provide the 5-gallon buckets with lids and 1-gallon ziplock bags.
PART III
Traffic Control: The drilling company is responsible for providing traffic control services during the drilling operation. The road’s two-way ADT is anticipated to be less than 100 vehicles per day. Traffic control to consist of single lane closures with two flaggers, two paddles, advanced warning signs, and cones. The traffic control equipment to be in accordance with the
MUTCD.
Working Hours & Wages: It is anticipated that the work will take a maximum of ten hours to complete; one day of drilling. Drilling work may occur any time from ½ hour after sunrise to ½ hour prior to dusk. Davis Bacon wages are not applicable as this is a service contract and not a construction contract.
Utility Locates: FHWA personnel will mark the borings with wood lathe. Utility locates will be coordinated and provided by FHWA in advance. The drilling company may be required to call in duplicate utility locates.
Schedule: Work will be scheduled for September/October 2025. Meet FHWA at Big Horn Y Gas Station at 7088 Coffeen Avenue, Sheridan, Wyoming at 8 am on the scheduled date (near the intersection of Wyoming State Highways 332 and 335 and US Highway 87). Coordinate drilling schedule with Robert Norick at (303) 704-2640 (Email: Robert.Norick@dot.gov).
Quote Format: Please provide a quote formatted as follows.
1. Mobilization/demobilization of drill rig and crew (lump sum).
2. 10 hours for geotechnical drilling with 2 person drill crew (at hourly rate).
3. Traffic control crew mobilization/demobilization incl. equipment (lump sum).
4. 10 hours for 2 person traffic control crew (at hourly rate).
5. Per Diem for drill crew and traffic control crew; $178 per person per night
(based on CONUS rate for September 2025).
6. Supplies; pea gravel, bentonite chips, and aggregate base (lump sum).
7. Weeks with crew availability.
Final Payment: Final payment under the PO will be made as follows:
1. Upon satisfactory completion of the subject PO by the Contractor, submission of a proper invoice and acceptance by the CO or designated official of the work described in the Scope of Work, the Contractor will be paid the unpaid balance of any money due for work under the PO.
2. Before final payment, or before settlement upon termination of the PO, and as a condition precedent thereto, the Contractor shall execute and deliver to the CO a release of all claims (DOT Form 4220.4) against the Government arising under or by virtue of this contract, other than any claims that are specifically exempted by the Contractor from the operation of the release, in amounts stated in the release.
