Limited-Sources Justification (LSJ) Federal Emergency Management Agency (FEMA)
Office of the Administrator Legislative Support Services
This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity. Identification of the agency, contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Procurement Officer (OCPO) proposes to award a task order pursuant to FAR 8.405-6(a), Limiting Sources.
2. Nature and/or description of the action being approved. Describe the action being approved, and include the name and address of the proposed contractor.
FEMA’s Office of the Administrator (OA) has a requirement needed on a sole source basis for Legislative and Executive Secretariat (ExecSec) support at an estimated cost of $528,000.
FEMA proposes to procure these services from Savvee Consulting, Inc. as a logical follow-on to their current work under their GSA MOBIS/PSS Schedule GS-10-F-0410Y, FEMA task order number HSFE40-15-F-0201. The vendor’s full contact info is as follows:
SAVVEE CONSULTING INC.
4100 Lafayette CTR STE 110 Chantilly, VA 20151-1234
3. Description of Services. Describe the supplies or services to be acquired. Provide the estimated total value including options.
The vendor shall provide Legislative and ExecSec support, including the receipt, tracking, and management of critical, time-sensitive tasks from the White House, Congress, and other Federal, state, and local agencies. This work entails processing all mail, faxes, and email, including scanning, routing, and tracking; providing quality control of all correspondence;
maintaining Congressional and White House correspondence trackers; providing support for FEMA-related Congressional reports, data calls, and other document requests; and supporting other special projects.
The OA intends on hiring two permanent full-time staff to fill contractor positions. In the option years, OA will only have one SAVVEE FTE to provide support services for ExecSec correspondence support.

4. Authority and supporting rationale.
This acquisition is being conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies, in accordance with FAR 8.405-6(a), Limited Sources. An award will be made in the interest of economy and efficiency as a logical follow-on to an original Federal Supply Schedule order # GS-10-F-0410Y/HSFE20-15-F-0201 pursuant to FAR 8.405- 6(a)(1)(i)(C).
This justification is limiting sources pursuant to FAR 8.405-6(a)(1)(i)(C). In the interest of economy and efficiency, the new work contained in this task order is a logical follow-on to an original Federal Supply Schedule order. The original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not issued under a sole-source or limited-sources procedures. It is necessary to limit competition for work described herein as a logical follow-on to provide the required support services for Legislative and ExecSec programs, which are associated with achieving the FEMA mission.
Savvee has developed an in-depth technical and operational understanding of the ExecSec task requirements, tools, processes, and stakeholders that are required to support this highly specialized contract. This includes, but is not limited to, comprehensive knowledge and capabilities related to time-sensitive Congressional and White House correspondence, Intranet Quorum experience, ExecSec workflow processes, and extensive knowledge of the functions of the OA Action Office and other FEMA programs. The critical, high-profile nature of the ExecSec support requires a contractor with the knowledge and capabilities described above upon award.
The continuation of services by Savvee will ensure that FEMA OA can continue processing mission-critical tasks from the White House, Congress, and other Federal, state, and local agencies with no lapse in service, unacceptable delays, or substantial duplication of costs and efforts. A lapse in service or unnecessary delays due to transition time would place FEMA’s OA in a position whereby the Action Office would be unable to support its mission.
The services provided by Savvee would reduce future labor costs and disruptions associated with acquiring and training new contractor personnel. The DHS clearance process alone can take approximately 30-60 days to onboard new personnel. FEMA personnel would then have to spend approximately two to four weeks training new personnel on ExecSec Standard Operating Procedures, processes, timelines, templates, and requirements. In addition, it could take at least six additional months for a new contractor to gain the vast knowledge and expertise that Savvee already possesses to be fully operational and maintain the current level of support. As such, continuing the services provided by Savvee through this logical follow-on is the most economic and efficient option.
One critical pieces of the requirement in particular, as outlined in the Performance Work Statement (PWS) are for the contractor to (1) Maintain a General Understanding of FEMA Programs. At award of the original contract, the focus was initially for the contractor to gain an understanding of program in FEMA’s Grant’s Program Directorate (GPD). Savvee has met that part of the requirement, and now the requirement has matured to understanding more of FEMA’s programs. Not just GPD, but rather 10 more programs integral to FEMA’s success.

These highly specialized services are required from the original source in order to avoid substantial duplication of costs and time associated with acquiring and training new contractor personnel. Savvee possesses a great deal of historical and institutional knowledge that simply cannot be passed on to a new contractor in an efficient or economic manner.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed Task Order to SAVVEE for the support services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates.
Discounts to these GSA schedule rates will be requested. Additionally, prior to issuance of the task order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the Independent Government Cost Estimate (IGCE).
SAVVEE has been determined to be a responsible contractor with respect to performance, based upon its performance under the current FEMA task order HSFE20-15-F-0201 and award can be made at a fair and reasonable price.
Finally, pursuant to FAR 8.405-6(a)(1)(i)(C) this new work is a logical follow-on to an original Federal Supply Schedule order that was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research revealed that there are several companies that are either currently performing ExecSec and legislative affairs work or possess capabilities to perform this type of work in a general sense, including CSRA, Inc., Deloitte Consulting, LLP, General Dynamics Corporation, and STG International, Inc. However, market research also revealed that none of these companies possess the hands on experience, skills, methodologies, expertise, and understanding of FEMA specific tools, policies, and protocols that is needed to execute the requirements with no discontinuity of services. Therefore, the market research resulted in the determination that Savvee is the only organization that can meet the Government’s unique requirements within the required timeframe.
7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.
Not only is the work a logical follow-on, but there would be significant duplicative cost paid to another contractor to have them re-complete work SAVVEE has already accomplished and get them up to speed on the new initiatives. The original contract HSFE20-15-F-0201 has an annual estimated value of $170,000. If FEMA had to bring a new contractor up to speed so they would be familiar enough to complete the follow-on work, it is estimated that it would take about six to eight plus months. To pay this would be neither economic nor efficient.
The Contracting Officer anticipates the price will be fair and reasonable based on a review of published GSA schedule rates, the Government’s independent cost estimate, and comparison to the price that FEMA is currently paying for similar services.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
The OA intends on hiring two permanent full-time staff to fill contractor positions.
Essentially, extensive reliance on contractor support is being phased out, and it would not be efficient to bring a new contractor on as support winds down. FEMA does not intend to issue any more follow-on contracts to the current vendor.
9. DHS intends to post this requirement on FedBizOpps pursuant to FAR 8.405-6(a) (2)(i).
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
