The Contractor is to stage empty trailers in front of the Solids Building by default, but the Contractor’s driver may be asked to stage trailers in other areas.
WWTF staff will give Contractor notice as early as possible in the event of non-routine operation, otherwise one to two loads per day hauled Monday through Friday is considered routine and expected.
Full trailers may not be stored at WWTF more than one day Monday through Friday, and weekend filled trailers must be hauled by 10:00am Monday (or Tuesday if disposal site is closed for a Monday holiday).

Contractor on a semiannual basis and kept by the Utility Department for perpetuity. All other test and field data shall be maintained for a minimum of five (5) years.
Hauling records and paperwork must specify Dump Zone at facilities with specific retention, receiving, or segregation requirements, Haul and dump tickets must be submitted for billing in a monthly manner by the 10th of each month.
Abnormal Events:
An abnormal event is defined for the purposes of this Bid as an event, scheduled or un-scheduled, which requires large volumes of biosolids to be removed in a short amount of time. The estimated tons that would need to be hauled is approximately 20 tons/day, 390 tons/month. The Contractor must have sufficient resources to meet abnormal event volumes that may reach up to 40 tons/day.
The Contractor shall have an approved disposal site that is available for use during historically wet weather months and/or when rainfall amounts restrict biosolids application due to high ground water levels.
Prohibited Acts:
Any application of biosolids to non-approved disposal sites or in a manner that does not meet the requirements contained with the FDEP operating permit for this WWTF is prohibited. The use of equipment for transport and/or disposal of the biosolids shall not be used in the transport or disposal of materials which by contact or reaction may result in a violation of the limits set forth for residuals per FAC 62-640 and 40CFR 503.
Liability of Contractor / Applicator / City
The City shall not be held responsible for treatment and management violations that occur after its biosolids have been accepted by a permitted biosolids treatment facility with which the City has an agreement in accordance with all applicable facility’s permits, for further treatment, management, or disposal.
The source facility and the biosolids treatment facility shall enter into a written agreement addressing the quality and quantity of the biosolids accepted by the biosolids treatment facility. The agreement shall include a statement, signed by the biosolids treatment facility permittee, as to the availability of sufficient permitted capacity to receive the biosolids from the source facility, and indicating that the biosolids treatment facility will continue to operate in compliance with the requirements of its permit. The agreement shall also address responsibility during transport of biosolids between the facilities. The biosolids treatment facility permittee shall submit a copy of this agreement to the appropriate District Office of the Department, or to the delegated Local
Program, at least 30 days before transporting biosolids from the source facility to the biosolids treatment facility.
The agreement shall be a coordinated effort between the City, the Contractor (hauler), and the biosolids treatment facility.
The Contractor shall legally agree in writing to accept responsibility for proper transfer, disposal, and/or land application of the biosolids. The agreement shall state that the Contractor agrees, upon delivery of biosolids that have been treated as required by FAC 62-640, that they shall accept responsibility for proper transfer, disposal, and/or land application of the biosolids and shall comply with the requirements contained within the
WWTF's Permit. The Contractor shall be furnished with copies of those requirements pertaining to this agreement.
The City shall not be liable for violations resulting from land application of biosolids if said biosolids meet parameter concentrations and treatment requirements as required by the Permit. The Contractor shall be responsible in the event that by cause or accident the biosolids are released at any site other than those specified by Permit for each facility.
Disposal Requirements:
The Bid Prices must include any and all delivery charges for disposal at any site selected by the Contractor. The disposal site must be approved by FDEP, EPA and OSHA where applicable.
Delivery of biosolids at the disposal site from the collection site(s) must be accomplished on the same day as the collection of the biosolids. Disposal must be accomplished in accordance with these Specifications. The
Contractor must have a primary and secondary disposal site available for its use.
Biosolids are compressed and sticky; trailers must be able to completely empty and be cleaned before returning to the WWTF to ensure accurate weights and trailer volume for filling. Also, it is understood that trailers may not be dedicated solely to the dewatered cake hauling of the City of St Augustine’s biosolids, however trailers rotated from other facilities should be as clean and odor free as practicable upon delivery to the City's WWTF.
Initial term of contract to be October 1, 2026 to September 30, 2029.
