CDC/SAP SIDEWALK SNOW REMOVAL PWS
1 DESCRIPTION OF SERVICES:
The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that snow and ice removal services is performed at 773rd FSS, Sponsored Child and Youth Program facilities entrances and sidewalks.
1.1 PERIOD OF PERFORMANCE: Performance period for this contract will be from the award date of the contract thru the end of the winter season (estimated 31 May)
1.1.1 SPECIAL REQUIREMENTS.
The Contractor shall provide all management, administrative support, supervision, personnel, equipment, tools, material, and/or services necessary to perform all requirements specified in Section 1.1.2 Specific Requirements.
1.1.2 SPECIFIC REQUIREMENTS
The Contractor shall clear snow and ice from all main entrances by 0600 on occurrence days to provide secure footing conditions for all sidewalks. The landings near doorway entrances, wheelchair ramps must be cleared no later than 1 hour after occupation of the following facilities:
• Denali CDC Bldg. 7377, 15th St., JBER-Elmo
• Kodiak CDC Bldg. 6, JBER-Rich
• Talkeetna CDC Bldg. 11, JBER-Rich
• Sitka CDC Bldg. 6376, 15th St., JBER-Elmo
• Illa SAC Bldg. 36100, Arctic Valley Road, JBER-Rich
• Ketchikan SAC Bldg. 7163, 11th St., JBER-Elmo
• Katmai CDC, Bldg. 7181, JBER-Elmo
1.1.3 Snow Removal Map. Snow and ice removal areas are identified on the snow removal map in
Appendix B by color coded highlighting to indicate priority level of identified area (see Appendix B snow removal map legend to identify color meaning). Snow removed from areas depicted in map may not impede access to roadways, parking lots, playgrounds, or other areas essential to daily facility operations.
1.1.4 Overnight snow must be cleared when snowfall exceeds 3” of accumulation by 0500hrs. Monday – Friday. Snow accumulation shall not reach more than 3” of depth at any designated CDC/SAP facility during its hours of operations of 0600hrs. – 1800hrs.
1.1.5 Overnight ice control shall be conducted by 0500hrs. Monday – Friday, when there is more than ¼” of accumulation after 1200 on the previous duty day. Any ice melting products utilized must be non-corrosive to concrete and asphalt surfaces.
1.1.6 The Contractor is expected to perform two (2) occurrences for services daily, during duty hours throughout the snow season. If snow accumulates more than 3” during duty hours, the Contractor shall perform snow removal service by 1400hrs during the facility's hours of operations.
2 GENERAL INFORMATION
2.1 HOURS OF OPERATION: The Contractor shall perform snow and ice removal services for snowfall accumulated overnight, before the opening of the facility’s normal duty hours 0600- 1800hrs.
Monday – Friday. Snow shall be removed when accumulation exceeds three (3) inches, or within one (1) hour after snowfall stops.
2.2 Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander. If work is required during duty hours contractors must sign into and out of the facility they are working at.
2.1 SECURITY REQUIREMENTS: Contractor shall adhere to current installation security policies.
2.2 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.
2.3 SPECIAL QUUALIFICATIONS: Before beginning work against this contract personnel must be properly trained on all equipment to perform outlined duties.
3 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES:
The U.S. Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this requirement. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
