Frequently Asked Question for Water Marketing FOA
BOR-DO-17-F014
Q: Can funding received under Reclamation’s Water Marketing Strategy Funding Opportunity Announcement (FOA) be used for implementation of water marketing activities?
A: Funding provided to recipients under Reclamation’s Water Marketing Strategy FOA may not be used for implementation of water marketing activities. Funding is intended to be used for planning activities and other pre-implementation activities, such as conducting different types of analyses necessary to develop a plan or “strategy” for water marketing activities. Funding may not be used to purchase water or to transfer or move water among entities. Transportation of a small amount of water may be allowed for pilot or testing activities that will inform development of the water marketing strategy. However, it is important to keep in mind that the extent and scope of such pilot and testing activities will directly impact the extent of environmental compliance required for the project, which must be taken into account in the budget and schedule included in the proposal.
