About this file

This document contains questions and answers related to a draft statement of work for the Wideband Training and Certification System version 2 project. The statement of work and questions cover requirements for hardware and software integration, connectivity and security enclaves including fiber optic cabling, software engineering controls, cybersecurity artifacts, key management plans, and subsystem integration. The government provides clarification that certain capabilities like a classified environment and private key storage are required, while other items like an authorization to operate for the development environment are not. The agency involved is the Department of the Army Materiel Command Contracting Command Orlando Contracting Center for this special notice regarding a draft statement of work for the WTCS v2 system.

WTCS Base SOW 22 NovHardware and Software Integration3.2.2.4The first sentence of paragraph 3.2.2.4 mentions the contract shall "…achieve a fully functional and accreditable system…". What are the accrediting factors? Is this a general statement or is it something that has a specific requirement (i.e., a soldier is an accredited SWC, the system is Cyber accredited at L/L/L, or L/M/L, etc.)?For this sentence in the SOW, the word "accreditable" is referring to cybersecurity accreditation.
WTCS DO1 SOW 22 NovChange LogRevision 2.0Change log states that paragraph 3.6.2 was updated but paragraph 3.6.2 does not exist. Please correct.Should be "3.2.6.2". The Government will update the Change Log.
WTCS Base SOW 22 NovChange LogRevision 3.0Change log states that paragraph 3.6.2 was updated but paragraph 3.6.2 does not exist. Please correct.Should be "3.2.6.2". The Government will update the Change Log.
WTCS SRDConnectivity / Security Enclaves3.9 / 3.11.2.1The last sentence indicates that fiber optic cables will be needed "…to more effectively isolate data at different classification levels…" Does WTCS need to have fiber run for all connections (to/from workstations) or just connections that have classified data processing through it? Do the existing runs need to be replaced with fiber runs, from the server to the workstations?Based on SRD paragraph 3.9, the requirement is to replace the existing connections between WTCS workstations and the WTCS server rack with fiber connections and use fiber for all connections when networking WTCS V2 under Delivery Order 01.
WTCS SRDSecurity Enclaves3.11.2.1Bullet B indicates that WTCS is operating in the unclassified environment and then specifies that "HAIPE bulk encryption may be used for interconnecting other WSOC[s]…" Is the bulk encryption the responsibility of the WTCS or is it something provided at the sites that the WTCS will pass through?HAIPE encryption is provided by another Wideband Control subsystem. WTCS may pass through existing HAIPE equipment located at the sites that are to be networked under Delivery Order 01.
WTCS Base SOW 22 NovSoftware Engineering3.2.2.3Paragraph contains the statement "The Contractor shall maintain a software Controlled Development Environment that complies with the NIST SP 80053 Revision 4". Is an ATO for our development environment required? No, the deveopment environment does not require an ATO, hoever the product delivered must meet the security classificaion requirements stated in the WTCS V2 SOW and SRD.
WTCS Base SOW 22 NovCyber Security Artifacts3.2.2.5.2SOW states that Confidentiality/Integrity/Availability are rated LOW/LOW/LOW. Is there a requirment to operate in a classified envirionment for TO1? The SRD seems to be in conradiction to the SOW.Yes, per WTCS V2 SRD paragraph 1.3, Table 1-2 there is a requirement to operate in a classified environment at the WSOCs, WIC, and Headquarters. Paragraph 3.11.2.2.a of the SRD identifies that the Classified WTCS V2 shall have a Confidentiality/Integrity/Availability (CIA) rating of LOW/LOW/LOW and paragraph 3.11.2.2.b states that the Unclassified WTCS V2 shall have a CIA rating of LOW/LOW/LOW. These SRD paragraphs are in alignment with paragraph 3.2.2.5.2 of the SOW with a CIA rating of LOW/LOW/LOW for WTCS V2.
WTCS Base SOW 22 NovHBSS3.2.2.5.9Based on previuos programs HBSS is a Government function. Can the Government please confirm? The Contractor will not be responsible for standing up their own HBSS but must connect to the existing HBSS.
WTCS SRDGeneral Requirements3.1.c"Provide a networked testing capability between multiple WTCS nodes at the WIC. " What is the number of WTCS installations that are required at the WIC?Two WTCS installations are required at the WIC. One is a WTCS in the Schoolhouse (FT Gordon) configuration and one is in the Wideband SATCOM Operations Center (WSOC) configuration. The Schoolhouse WTCS configuration shall be able to switch between the classroom configuration and the lab configuration.
WTCS SRDKey Management Plans3.11.2.4.4" Computers: Private Keys shall be kept in volatile memory for computers, subject to deletion upon detection of tampering. " Will the Government please verify and validate this as a requirement for a training system? This is a potential cost driver. This requirement is from the SRD, Paragraph 3.11.2.4.4.b. It will be deleted from the SRD.
WTCS SRDClassified Security Enclave4.1"Within the WSOMS enclave, there is a classified (SECRET REL AUS) WSOMSNet environment that supports important subsystems (GSCCE, CNPS, WSTARS, Workstations) that WTCS V2 shall be capable of connecting to." Will the Government please verify and validate this as a requirement for a training system? The capability to connect to classified WSOMSNet subsystems is a future capability requirement and will be moved to WTCS V2 SRD paragraph 3.12.
WTCS DO1 SOW 22 NovSpecific Requirements3.1We understand the desire of the government to integrate GSCCE into the baseline in order to meet the training objectives according to the System Requirments Document (SRD). Will the Government consider our recommendation for DO1 to include basic design efforts during DO1 in order to provide a solid integration approach to support that effort in a future DO. This would shorten the overall delivery time for the GSCCE, at a nominal additional cost during DO1.The Government cannot consider future requirements not within the scope of Delivery Order 01 at this time.
WTCS DO1 SOW 22 NovSpecific Requirements3.2.3.10.1Would the governement consider adding a requirement to support the development of the next increment of subsystem IMI during DO1? While no subsystem baselines are changing, they could be identified and worked ahead of time, in order to lower the burden to the government reviewers in subsequent DOs.The Government cannot consider future requirements not within the scope of Delivery Order 01 at this time.
