3. The following methods were used to develop the subcontract percentage goals:

4. The following methods were used to identify potential subcontract sources for solicitation purposes. 6. If indirect costs were included, the following method was used to determine the proportionate share of indirect costs to be incurred with SB, VOSB, SDVOSB, HUBZone, SDB and WOSB subcontractors:

7. The following individual will administer the subcontracting program:

Name: Laura Unger Title: Small Business Liaison Officer Address: 999 Third Ave., 32nd Fl., Seattle, WA 98104 Telephone: 206-382-5282 E-mail: Laura.Unger@wsp.com

WSP has strong experience in providing Bridge and/or Highway Design services to EFLHD. We used our familiarity from prior tasks to build our robust team of subcontractors offering the services anticipated to be needed on upcoming tasks. The overwhelming majority of our subconsultants are SBs, with many also certified as SDB and/or WOSB. For this contract, we recognized the need to improve HUBZone and VOSB utilization and have added new teaming partners with these certifications. We analyzed our past performance on similar contracts to develop challenging, yet realistic subcontracting goals in this plan and also coordinated with EFL on their expectations.

Through utilization of subcontractors identified above and performance of additional good faith efforts as described in this plan, WSP will work to meet these subcontracting percentage goals.

WSP used the full ceiling value under this program to draft its subcontracting plan. As this is a multiple-award IDIQ, our overall contract value is unknown, but is anticipated to be significantly lower than $80,000,000. The actual dollar amounts to be subcontracted will be proportionate to the work awarded to WSP. While we are unlikely to achieve the dollar value goals listed in this plan, we will strive to meet the subcontracting percentage goals.

WSP USA uses its Supplier Registration Database and SBA’s Dynamic Small Business Search as the primary sources to identify potential subcontractors. Other sources that may be used include PTAC and state certification databases to search for subcontractors local to a project site.

Not Applicable

This individual's specific duties, as they relate to the subcontracting program, are as follows:

8. The following efforts will be taken to ensure that SB, SDB, VOSB, SDVOSB, HUBZone, and WOSB subcontractors will have an equitable opportunity to compete for subcontracts:

a. Developing and maintaining bidders lists of SB, SDB, WOSB, HUBZone SB, VOSB, SDVOSB concerns, ANCs, and Indian Tribes (hereafter referred to as the small business community) from all possible sources.

b. Ensuring that procurement packages are structured to permit the small business community to participate to the maximum extent possible.

c. Assuring inclusion of the small business community in all solicitations for products or services, which they are capable of providing.

d. Reviewing solicitations and contracting documents to remove statements, clauses, etc., which may tend to restrict or prohibit the small business community participation.

e. Ensuring that the bid proposal review board documents its reasons for not selecting low bids submitted by the small business community.

f. Ensuring the establishment and maintenance of records of solicitations and subcontract award activity.

g. Attending or arranging for attendance of company counselors at Business Opportunity Workshops, Minority Business Enterprise Seminars, Trade Fairs, etc.

h. Monitoring attainment of proposed goals.

i. Preparing and submitting required periodic subcontracting reports.

j. Coordinating contractor's activities during the conducting of compliance reviews by Federal agencies.

k. Coordinating the conduct of contractor's activities involving its small business subcontracting program.

Outreach efforts will be made by identifying:

· Contacts with minority and small business trade associations.

· Contacts with business development organizations.

· Attendance at small and minority business procurement conference and trade fairs.

The following internal efforts will be made to guide and encourage buyers:

· Workshops, seminars and training programs will be conducted.

· Activities will be monitored to evaluate compliance with this subcontracting plan.

· Arrange interviews with the small business community.

WSP USA maintains a small business program, including a database of subcontractors. Additionally, WSP USA has a Supplier Registration page available at: http://plus.wsp-pb.com/supplier_registration/. This page is meant to attract additional small business concerns to register in our system. We solicit information regarding the subcontractor’s socioeconomic status during the registration process. Our project teams are able to search the database of registered subcontractors by socio-economic category, discipline, and firm location. In addition to our prequalification system, our Small Business Liaison Officer (“SBLO”) engages in efforts (such as SBA Dynamic Small Business Searches and attendance at outreach events) to identify additional small business concerns. Our SBLO also periodically circulates emails, notifying WSP USA employees who routinely work on federal projects of potential small business concerns to consider for future subcontracting opportunities.

[initial] It is agreed that FAR Clause 52.219-8, Utilization of Small Business Concerns, will be included in all subcontracts, which offer further subcontracting opportunities. It is further agreed that all subcontractors (except small business concerns) at all tiers below the prime contractor who receive subcontracts in excess of $750,000 ($1.5M for construction of any public facility with further subcontracting possibilities) will be required to adopt and comply with a subcontracting plan in accordance with FAR Clause 52.219-9.

9. The following types of records will be maintained concerning procedures that have been adopted to comply with the requirements and goals in the plan (i.e., establishment of source lists, guides and other data that identify SB, VOSB, SDVOSB, HUBZone, SDB and WOSB concerns; a description of the offeror’s efforts to locate SB, VOSB, SDVOSB, HUBZone, SDB and WOSB concerns and to award subcontracts to them, etc.) and shall be maintained through completion of the contract:

10. In accordance with FAR Subpart 19.704(a)(10) through (15), the Contractor further agrees to:

[Initial each line]

Cooperate in any studies or surveys as may be required;

Submit periodic reports as may be required so that the Government can determine the extent of compliance by the Contractor with the subcontracting plan;

After November 30, 2017, include subcontracting data for each order when reporting subcontracting achievements for indefinite-delivery, indefinite-quantity contracts intended for use by multiple agencies;

Submit the Individual Subcontract Report (ISR), and the Summary Subcontract Report (SSR) using the Electronic Subcontracting Reporting System (eSRS) at http://www.esrs.gov/ within the timeframes identified at FAR Subpart 19.704(a)(10)(iv);

Ensure that other than small business subcontractors with subcontracting plans
