This is a Combined Sources Sought and Presolicitation Notice for sustainment services of the Weapon Storage and Security System (WS3) Alarm Communications & Display (AC&D) subsystem. The Air Force Nuclear Weapons Center (AFNWC/NDKK) at Kirtland Air Force Base, New Mexico is conducting market research to identify potential sources capable of providing integrated program management, engineering, technical, logistics, and cybersecurity sustainment support. The requirement falls under NAICS code 334290 (Other Communications Equipment Manufacturing, 800-employee size standard) and PSC 6350 (Miscellaneous Alarm, Signal, and Security Detection Systems). The contemplated contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with an anticipated 10-year ordering period and estimated ceiling of less than $50 million, with an anticipated award date no later than March 1, 2027.
The WS3 AC&D subsystem comprises proprietary Prometheus Security Group Global (PSG) components, including the VICADS video system and LINX Predator Elite (LPE) annunciator system, along with open architecture network devices. The Government plans to award this requirement as a sole-source contract to LDIA Holdings, LLC (DBA Prometheus Security Group Global, Cage Code 7TDW3, located in Austin, Texas) under 10 U.S.C. § 3204(a)(1) due to PSG's ownership of proprietary intellectual data rights and source code that are unavailable to competitors. Required services include routine and emergency on-site and virtual technical support, hardware/software configuration, system integration testing, software-baseline sustainment, technical-data development, supply-chain resiliency and obsolescence analysis, AC&D modernization support, facility relocation/reconfiguration, and operator and maintainer training. Interested parties must submit Statements of Capability (maximum three pages, unclassified) via email to Margaret Peterson (margaret.peterson.4@us.af.mil) or Chad Miller (chad.miller.31@us.af.mil), with the subject line "[Company Name] - Sources Sought Response WS3 AC&D." Submissions should include company information, relevant past work experience, CAGE code, Unique Entity ID, business type classification, and demonstrated familiarity with LINX Predator Elite systems, PSG's VICADS, and WS3 open architecture networks.

Product Service Code (PSC): 6350 - Miscellaneous Alarm, Signal, and Security Detection Systems
This notice is a combined Sources Sought and Presolicitation Notice pursuant to R-DFARS 206.103-170 and RFO 5.101, respectively.
This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This notice is part of ongoing Government-conducted market research for planning purposes. A solicitation is not being issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation. The Government will not provide reimbursement for any costs incurred with actions associated with this notice. Responses shall be treated as information only, become property of the US Government, and will not be considered a proposal.
The United States Air Force is responsible for the sustainment of the Weapon Storage and Security System (WS3). In accordance with RFO Part 10, market research is being conducted to identify potential sources that possess the expertise, capabilities, and authorization to provide the government with engineering and logistics technical services and programmatic support as needed across various disciplines for the sustainment of the WS3 Alarm Communications & Display (AC&D) subsystem. The components that comprise this subsystem include both the proprietary Prometheus Security Group Global (PSG) components, as well as the open architecture network devices that must be configured and integrated with the PSG components.
The required services will meet the individual needs for corresponding tasks and delivery orders issued under this contemplated Indefinite Delivery/Indefinite Quantity contract. Specifically, the Government seeks a company that can provide integrated program management, engineering, technical, logistics, and cybersecurity sustainment support for the WS3 AC&D subsystem. The https://www.google.com/url?q=mailto%3Amargaret.peterson.4%40us.af.mil mailto:chad.miller.31@us.af.mil company must be capable of providing routine and emergency on-site and virtual technical support; hardware/software configuration, system integration testing, software-baseline sustainment, technical-data development, and supply-chain resiliency and obsolescence analysis.
The company should also demonstrate the ability to support AC&D modernization, facility relocation or reconfiguration, and operator, maintainer, and system-administrator training as task-orders requirements dictate.
For reasons noted below, any planned award is intended to be made as a sole-source contract under 10 U.S.C. 3204(a)(1) as implemented in RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contemplated sole-source is as follows:
LDIA Holdings, LLC DBA/Prometheus Security Group Global (PSG) 3019 Alvin Devane Blvd, Suite 450 Austin, Texas 78741 Cage Code: 7TDW3
The WS3 AC&D system is majorly compromised of PSG’s proprietary VICADS video system and its LINX Predator Elite (LPE) annunciator system, along with open architecture network devices. The Government does not own nor have access to PSG’s proprietary intellectual data rights necessary to compete this requirement. PSG is the Original Equipment Manufacturer (OEM) for VICADS. Additionally, they acquired data rights for the LPE and are the sole provider and equipment integrator. As such, PSG solely owns the data and source code for these systems. All VICADS and LPE components are only available directly from PSG. Through government-initiated research, it has been determined that PSG has not made its data nor rights to this data available to any other vendor or entity.
The current barrier to competition of the highly specialized AC&D system configuration included in the WS3 system is the aforementioned-proprietary technology and data. Under the current WS3 AC&D design, without information to include otherwise, the Government must rely upon proprietary PSG components and data to complete all associated contemplated sustainment actions.
The contemplated sole source award to PSG will provide sustainment activities for the WS3 AC&D System. Such an award is subject to internal government approval of a Sole-Source Justification. The anticipated ordering period for this requirement is anticipated for 10 years with an estimated ceiling of less than $50M. Anticipated award date is no later than 01 March 2027.
This notice serves to meet the sources sought requirements of R-DFARS PGI 206.103-170.
Information received in response to this notice may be utilized in determining whether the authority of RFO 6.103-1 is supported. The determination not to compete this proposed action based upon responses, or lack thereof, to this notice is solely within the discretion of the
Government. If no affirmative responses indicating competition is feasible are received within the close date of this notice, then an award may be made to PSG under aforementioned authorities. Provided below are applicable Presolicitation Notice requirements as described in RFO 5.101, which allows viewers of this notice to determine their capabilities with regard to the discussed requirements. Also provided below are submission requirements for statements of capabilities should an interested party believe they can meet the requirement.
