About this file

This document is a written inquiries and answers file for IFB 2026000169, a dental prosthetics contract opportunity with the Colorado Department of Corrections (CDOC). The solicitation addresses 22 line items across various dental prosthetic services including dentures, partials, repairs, and related fabrication work. The contract involves processing cases through an out-of-state laboratory with an expected turnaround time of approximately three weeks total (one week to mail, one week to process, and one week to return). CDOC has provided clarification on product specifications, including the addition of an immediate full denture line item and definitions of services such as soft liner permanent applications and flexible partial exclusions. The state averages approximately 21 cases monthly based on the last six months of volume data. Bidders are required to provide starter kits of shipping and packaging materials to each facility, submit editable PDF prescription forms, include patient identification information on prosthetics, and arrange their own carrier pickups or coordinate with existing facility mailroom procedures.

Pricing will be evaluated on a line-item basis to determine the lowest cost bidder, with the state unable to provide historical volume data or estimated annual quantities at the time of the solicitation. Offerors must maintain Good Standing status with the Colorado Secretary of State and cannot be out-of-state entities without establishing Colorado business registration. The current incumbent contractor is PRI from Florida Prison. The state is open to innovative digital workflow solutions, including free intraoral scanner provision by offerors with appropriate training, though physical models remain acceptable. All deliveries must be made to individual facility addresses listed in Attachment A rather than a central receiving location. The award will be structured as a Purchase Order with terms and conditions subject to potential offeror redlines, and the state has indicated this is a new contract with previous service history.

IFB 2026000169 Dental Prosthetics

Written Inquiries and Answers

1. Will CDOC provide its own lab prescription forms for dental cases, or may the awarded

Offeror supply its own prescription forms for use by CDOC dental staff?

Answer: If the vendor can have an editable PDF, we can edit it, print it out to enclose it with the case and we can still save it digital file.

2. For an out-of-state lab that will be shipping cases via commercial carriers (USPS, UPS, FedEx), will CDOC supply its own shipping/packaging materials for outbound cases, or should the Offeror provide a starter kit of shipping materials (individual case boxes, packaging, pre-paid return labels, etc.) to each facility?

Answer: Provided a starter kit.

3. What is the expected turnaround time for each category of item listed in Exhibit D, measured from receipt of the case at the lab to return delivery to the CDOC facility?

Answer: If it is out of state, a week to mail out, a week to process, and a week to return would be a standard time limit for out of state labs.

4. To help us put together the most competitive pricing, do you have a rough idea of the monthly volume CDOC expects to need across the listed items?

Answer: An average of 21 case over the last six month.

5. For facilities shipping cases to an out-of-state lab, will CDOC staff be responsible for dropping off outbound packages with the carrier (e.g., facility mailroom or scheduled carrier pickup already in place), or should the Offeror arrange carrier pickups directly from each CDOC facility?

Answer: Please refer to question 3

6. On page 13 Item D. Offeror must provide the State with proof of Good Standing with the Colorado Secretary of State (www.sos.state.co.us). Do we have to be registered in the State of Colorado to do business, or would State of Florida certificate be acceptable since we do not own a business within the state of Colorado?

Answer: You will need to be in Good Standing with the State of Colorado

7. How will the lowest cost bidder be determined since there are no quantities provided? Are you adding all the item numbers together or looking line item by line item?

Answer: Lowest will be determined by line item costs.

8. Is 2nd day shipping acceptable?

Answer: Yes, 2nd day shipping is acceptable

9. Item 1 includes the tray, bite rim, set up, finish and teeth however, there is no line item for just fabricating the immediate full denture? Should there be?

Answer: We have added the immediate full denture to Exhibit D.

10. Item 16: What is a soft liner permanent? Is that the same as a custom tray?

Answer: No, that is a permanent soft liner applied to the tissue side of the prosthesis, think of it as a permanent soft tissue conditioner.

11. Item 19, how many teeth should this partial include?

Answer: It will include a minimum of 2 on MX prostheses and a minimum of 4 on a MS prosthesis.

12. Item 20 is that the cost to fabricate a metal frame or just the repair of the metal frame?

Answer: We don’t allow metal frameworks inside the walls, potential to be turned into a weapon.

13. Is there a set turnaround time that is expected for each of these products?

Answer: No, there is not a set turnaround time.

14. Will the dentures and partials require the laboratory to include any patient identification information fabricated into the prosthesis?

Answer: Yes, name and CDOC number.

15. Is this a new contract or a rebid for the current need for dental prosthetics?

Answer: This is a new contract, but we have had these services provide previously.

16. Are you considering dental labs that outsource the work outside of the United States?

Answer: No, the quality isn’t there.

17. What is the difference between item 5 and 6?

Answer: The Setup is for a conventional denture being made in the conventional method. Reset is when your bite registration is incorrect and the teeth don't mesh correctly during a wax try in. Immediate Set-Up is when the teeth are set up in wax for doing an immediate denture. There is no option for trying in the case before the extraction of the teeth.

18. Which product is items 5 and 6 for...partial or a denture or both? Also, item 5 says setup or reset, but those are two different fabrication methods with different product results.

Which one is it? A set up or a reset?

Answer: A setup is the initial placement of the teeth into the wax rim. A rest is moving those teeth from the initial position in the wax rim to another position.

19. There does not appear to be a Flexible (Valplast) Partial; however, that is a commonly purchased item and the cost is much higher than an acrylic partial. Can you add a line item for a Flexible Set Up and Flexible Process and Finish?

Answer: Currently we don’t provide Valplast type of partials dues to their short lifespan.

We want partials to last for a minimum of 8 years before we will replace them.

20. How will the State calculate the total evaluated bid price to determine the "lowest cost"?

Will the State provide historical volume data or estimated annual quantities for the 22 items listed in Exhibit D?

Answer: Lowest will be determined by line item costs. We do not have that information at this time.

21. Who is the current incumbent contractor providing these services, and what has been the average annual historical spend for these dental prosthetic services over the past three years?

Answer: PRI from Florida Prison. Usually 1 week to mail out, 1 week to process, and 1 week to return mail.

- Purchase Order Terms and Conditions" Are we permitted to submit redlines to the "Purchase Order Terms and Conditions" provided in Exhibit F, or is there a separate Contract document?

Answer: The award will be a Purchase Order and you can redline the Purchase Order Terms and Conditions, if needed.

24. Would the State consider an exclusively digital workflow where the awarded Offeror provides the CDOC with free intraoral scanners for each facility in lieu of traditional physical impressions and molds? If so, would the State amend the Scope of Work to remove the requirement for returning physical patient models?

Answer: Yes, with training on the scanners.

25. What is the exact timeframe the State considers acceptable for the "immediate" return of physical models, assuming Digital Workflow is not accepted and physical models are still required?

Answer: Please refer to question 21.

26. Will the State agree to a minimum monthly volume commitment (negotiable) that supports a fully digital service model that includes providing free scanning equipment to CDOC facilities? If the State cannot guarantee a minimum volume, how can an Offeror propose a tiered pricing structure that accounts for equipment costs?

Answer: Our needs vary month to month so we can’t reasonably predict the minimum amount of work we would send you.

27. Are there specific types of complex restorations or custom esthetic work (e.g., full-mouth reconstructions) required under this contract that are not explicitly listed in the Exhibit D - Pricing & Specifications form?
