Rev. 6/3/22

Needed Service or Supply: Gravel Parking Lot Installation

Ordering Location and Address: Wright-Davis Scenic River Land

AMENDMENT: Amended to increase the scope of work. Additions are in bold text.

PROJECT BACKGROUND

The Ohio Department of Natural Resources, Division of Natural Areas and Preserves, Scenic Rivers Program, owns and manages the Wright Davis Scenic River Lands located on State Route 534 and State Rd., Harpersfield Twp., Ashtabula Co., OH. This is a protected area along the Grand River state-designated Wild and Scenic River. Historically, the property has been accessible by permit only and required parking on the side of the road near the State Rd. intersection. We are hoping to open this property for visitation. To improve access, we would like to install a parking area for visitors. This will increase visitor safety and outdoor opportunities for the local community and others.

SCOPE OF WORK

1. Design. A design should be submitted with the bid which includes the components listed in this SOW.

2. ODOT will install the appropriately sized culvert and gravel for the drive entrance. The selected contractor will be responsible for finishing the drive entrance and constructing the ODOT-required paved drive apron. ODOT will provide drive apron specs.

3. Remove cable and fence posts. Remove current property sign. Contractor shall dispose of cable and fence post material. Sign shall be transferred to Assistant Regional Scenic River Manager (see CONTACT) for disposal.

4. Install driveway entrance using specs for the gravel parking area. The driveway should be wide enough for two-way traffic and should be curved (slightly widened) in both directions where it ties into State Route 534 to assist drivers entering and exiting with visibility. See this links for the specs:

5. Tree removal The parking area location has been sited to minimize the need for tree clearing. Invasive species such as bush honeysuckle, multiflora rose, privet, and others may be removed. For all standing trees left, damage should be prevented.

o NO trees may be removed without prior approval.

o Trees that are removed may be left on the property within the woods away from the property boundary. Brush should be piled for the benefit of wildlife, and so it does not impede future access to the site.

6. Grade parking area. Ensure proper drainage. A berm should be created around the parking area to better define the area and prevent loss of gravel. Material from on site should be used for this. A 5’ buffer strip should be left in place on the east side of the ODOT Right of Way.

7. Install gravel lot. The gravel lot should have space for 10 parked cars. It should have enough room for two-way traffic entering and exiting, with sufficient room to back out of parking spots. The parking area should have a base of geo-textile fabric. Appropriate drainage should be incorporated to prevent ponding on the surface. Contractor will design the parking lot configuration or layout and present that to the Assistant Regional Scenic River Manager for approval. See this links for the specs:

2005CMS/700/703.htm#a_703_17__Aggregate_Materials_for_304

8. Disposal of materials o All excavated materials should be used in construction of the parking area and the berm unless unsuitable for such purposes. If unsuitable, excavated materials must be disposed of offsite.

o Any debris, including the fence posts and cable shall be disposed of and not left on-site.

9. Site remediation o Restore and stabilize any disturbed areas to natural contours.

o Seed all disturbed areas outside of the parking area with a native seed mix appropriate to the site conditions and straw mulch. The seed mix must be approved by the Assistant Regional Scenic River Manager. The mix may be provided by DNAP staff.

o Repair ruts and other damage on property.

10. Install new property signage. The Assistant Regional Scenic River Manager will provide the new sign. The contractor should construct a pressure treated wood frame for the sign which will stand on 6x6 inch posts. The configuration should be consistent with the current signage. The appropriate location shall be approved by the Assistant Regional Scenic River Manager.

11. Permitting and other Action

The contractor will provide all permitting services which may include but is not limited to the following:

o DNAP Right of Entry Needed for access to Wright Davis property.

o Coordination with ODOT is necessary to tie into State Route 534 and a Curb Cut

Permit may be required.

o Due diligence is required to identify other potential permits, certifications, or permissions needed for the project.

OTHER CONSIDERATIONS
