About this file
This Addendum #1 and Pre-Bid Conference Minutes document pertains to the Hedgefield Terrace Apartments Water Line Replacements project administered by the Wytheville Redevelopment and Housing Authority (WRHA) in Virginia. The project involves replacement of approximately 2,650 linear feet of existing 6-inch and smaller water mains, approximately 110 existing service meter reconnections, and related improvements. A pre-bid conference was held on June 2, 2026 at 10:00 a.m. at the WRHA office in Wytheville, Virginia. Bids were due on June 16, 2026 at 2:00 p.m., with bid opening and public reading to follow immediately. The construction period is allocated 180 calendar days from Notice to Proceed until Substantial Completion, with an additional 30 calendar days for Final Completion. The allotted construction time includes an allowance of 24 days for weather-related work stoppages. The bid package must include a Bid Form with Base Bid and Additive Bid options, a Bid Bond (EJCDC or AIA form acceptable, or 5% Cashier's Check), and HUD Form 5369 Bidders Representations and Certifications. Project bids must remain valid for up to 60 days following bid opening.
The project is funded entirely by the Wytheville Redevelopment and Housing Authority with funds originating from the U.S. Department of Housing and Urban Development (HUD). The project is subject to the Davis-Bacon Act, requiring contractors and subcontractors to compensate employees in excess of minimum wage requirements and provide weekly payroll reports. Liquidated damages are assessed at $500 per day for delays beyond Substantial Completion and Final Completion deadlines. The engineer provided an estimated project cost range of approximately $1.0 million. The contractor is responsible for securing the Land Disturbing Permit from Wythe County Building Inspector's office, obtaining a certified land disturber, obtaining the Land Disturbing Permit from the Town of Wytheville, and providing the required Erosion and Sediment Control Bond prior to construction start. The project is anticipated to disturb over one acre, requiring registration under DEQ's Construction Stormwater VPDES Permit, which will be completed by the owner. The contractor bears responsibility for all property damages resulting from construction, utility protection and marking coordination, pavement repair using 3-inch minimum depth SM-9.5A asphalt, traffic control maintenance on the main central street (Hedgefield Terrace Lane), establishment and restoration of a temporary construction laydown area, and disposal of excess excavated spoil material at approved locations.

c) Trench pavement repair – In locations where the proposed water lines are to be installed in paved areas, the pavement is to be saw cut and removed, pipe installed and backfilled with compacted crushed stone, then the disturbed trench patched back with 3” min. depth of SM-9.5A asphalt. The plans and bid quantities reflect using a uniform trench pavement repair width of 3 feet. Any pavement marking damaged by the pipe trenches shall be replaced and included in the asphalt repair bid unit price.
4. Clarification Regarding Resident Parking/Traffic Control: The following clarifications are made with respect to parking and traffic control for this project:
a) The Contractor is ultimately responsible for coordination of construction activities with WRHA staff and residents such that construction is completed in a manner that doesn’t prevent residents from accessing their homes.
b) WRHA staff has indicated a willingness to assist the Contractor in notifying residents in each planned work area in advance of construction and making short-term parking available at locations other than the immediate work area.
c) During each workday, WRHA will allow the Contractor to “close” dead-end side streets where work is planned in order to facilitate construction. Affected residents will be encouraged to temporarily park in alternate locations. The street must be reopened each day after water line construction ends. Access must be made available to emergency vehicles at any time needed.
d) The main central street (Hedgefield Terrace Lane) from Peppers Ferry Road to the cul-de-sac at the administration building is required to remain open to two-way traffic during construction as it serves all side streets. The Contractor will need to provide traffic control flagging around the immediate work zone.
5. Clarification Regarding Construction Laydown Area: The WRHA will allow the Contractor to establish a temporary construction laydown area near existing maintenance sheds located behind the administrative office. An existing gravel road is used to access this area. The Contractor will be responsible for establishing the laydown area, placement of any gravel if needed, installation and maintenance of erosion control measures, any desired temporary access control fencing, etc. then cleanup / restoration after construction.
The approved E&S Control Plan for the project has been prepared only for the proposed water line construction area. If the Contractor has excess excavated spoil material, the Contractor is fully responsible for disposal of the material at an approved/permitted location. The approved E&S Plan for this project does not include a designated spoil waste area.
6. Clarification Regarding Protection of Existing Utilities: The Contractor is responsible for repairing any property damages resulting from construction – see Specification Section 1A, Paragraphs 1.7-1.7.4. The existing utilities reflected on the plans represents the information as observed in the field and/or information provide by others – but is not a guarantee of exact location(s).
In advance of construction, the Contractor is required to contact Miss Utility and request utility marking. It is anticipated that the Miss Utility locates will be limited. As part of project design, WRHA engaged a private utility locator to markout existing utilities. The Contractor is encouraged, but not required to engage a 3rd-party utility locator for utility markouts. In advance of construction, the Contractor is encouraged to pothole excavate in order to determine exact locations of existing utilities, especially at those locations where the proposed water lines are expected to cross other utilities.
ALL BIDDERS SHALL ACKNOWLEDGE RECEIPT OF THIS ADDENDUM ON THEIR BID FORM
MINUTES OF PRE-BID CONFERENCE
HEDGEFIELD TERRACE APARTMENTS WATER LINE REPLACEMENTS
WYTHEVILL REDEVELOPMENT & HOUSING AUTHORITY
A Pre-Bid Conference was held on June 2, 2026 at 10:00 a.m. at the Wytheville Redevelopment and Housing Authority
(WRHA) office. Attendance was optional for contractors wishing to bid the project. A copy of the sign-in sheet is attached.
A brief overview of the project was presented followed by a question and answer session. The Minutes of the Pre-Bid
Conference and statements made therein shall be incorporated fully into Addendum No. 1. Following are the highlights of the meeting:
1. The project involves replacement of approximately 2,650 LF of existing 6” and smaller water mains, approximately
110 existing service meter reconnections, and related improvements. The project is being completed by the WRHA due to frequent leaks/breaks within the existing system.
2. The project is being funded entirely by the Wytheville Redevelopment and Housing Authority with funds originating from HUD. Contractors were advised to be familiar with the funding agency requirements in the Project
Manual.
3. BIDDERS were advised that the project is subject to the Davis-Bacon Act. A General Wage Decision applicable to the project is provided in the Project Manual. The Contractor and all subcontractors are required to compensate their employees in excess of the minimum requirements and provide weekly payroll reports during the construction period. The project is subject to State of Virginia labor laws applicable to any commerce in the State.
4. Bids for the project shall be submitted to the Wytheville Redevelopment and Housing Authority office. Bids will be opened and read aloud immediately following closure of the bid period on June 16, 2026 at 2:00 p.m. BIDDERS were advised to allow ample time for delivery in the event that they use a courier or the Postal Service to deliver the Bid and were also reminded to deliver the Bid to the Wytheville Redevelopment and Housing Authority office if hand delivered. Any Bid received after 2:00 will be rejected and will not be opened.
Attendees were advised that Bids may also be submitted digitally on-line through the State of Virginia eVA website. When the bid period closes, the Wytheville Redevelopment & Housing Authority will print any bids that were submitted through eVA and take them along with all hard copy bids received to the designated room for opening/reading.
5. Each bid package shall contain those items identified by an asterisk in the Specifications Table of Contents:
A. Bid Form
B. Bid Bond
C. HUD Form 5369 Bidders Representations & Certifications
Bids are not required to be submitted on the original sheets bound in the printed copies of the specification booklet but can be on copied sheets. The low Bidder may be asked to submit additional documents following the bid opening.
6. BIDDERS were advised that the Bid Bond form included in the Project Manual is the EJCDC Bid Bond form, but that an AIA Bid Bond form would also be acceptable as well as a Cashier’s Check (payable to the WRHA) for 5% of the Bid amount.
7. Project bids are required to remain valid for up to 60 days following bid opening. The WRHA intends to award the project as soon as practical following bid opening.
8. BIDDERS were advised that the time allotted for construction from Notice to Proceed until Substantial Completion is designated to be 180 calendar days with $500.00/day liquidated damages if completion is delayed. Final
Completion shall be within 30 calendar days following Substantial Completion with $500.00/day liquidated damages if completion is delayed.
9. BIDDERS were advised that the Bid Form includes a Base Bid which includes all of the water line replacement and related improvements. The Bid Form also includes an Additive Bid for repaving all of the parking areas. The
WRHA reserves the right to award the contract to the lowest responsive, responsible bidder for the Option that it determines to be in its best interest, i.e. either Base Bid only or Base Bid plus Additive Bid.
10. BIDDERS were advised that the allotted construction time (180 calendar days) includes an allowance of 4 days/month for weather-related work stoppages. Therefore, the Project includes a total allowance of 24 days for weather-related work stoppages. Only that amount of time in excess of 24 days lost due to weather would be eligible for a weather-related time extension.
11. BIDDERS were advised that the work does not include bid items for rock or unsuitable material excavation, all excavation is considered to be unclassified.
12. BIDDERS were advised that the Contractor will need to secure the Land Disturbing Permit from the Wythe County
Building Inspector’s office. BIDDERS were advised that the E&S approval covers only the proposed work areas reflected on the plans. The Contractor is required to have a certified land disturber and is required to pay for and obtain the Land Disturbing Permit from the Town of Wytheville and provide the required E&S Bond prior to start of construction.
13. BIDDERS were advised that the project is anticipated to disturb over 1 acre. Registration of the project under
DEQ’s Construction Stormwater VPDES Permit will be completed by the Owner prior to start of construction. The
Owner shall be responsible for paying any applicable Registration Fees. The Contractor shall be responsible for complying with all permit provisions during the construction period.
14. A Land Use Permit from the Virginia Department of Transportation is not required as all proposed construction is located on Wytheville Redevelopment & Housing Authority property.
15. The following question was asked; “Is there a cutoff date/time for BIDDER questions?” Yes. June 10th will be the last date to submit bid questions.
16. BIDDERS were advised that the existing water system serving the development is required to remain in operation during the construction period. After new lines are installed, tested, and accepted - the new lines will be placed into service, the existing customers will be reconnected to the new lines, and the old lines will be abandoned in place.
17. BIDDERS were advised that the WRHA owns and operates the water mains serving the development. The Town of
Wytheville supplies water to the WRHA and the Town maintains the water meters and bills the WRHA for the water usage.
18. BIDDERS were advised that the proposed project does not include water meter replacements. The proposed project involves replacing the water mains and installation of new service lines from the main to the meters - with the existing meters to be reconnected to the new mains.
19. BIDDERS were advised that as part of the design process, existing utilities were located to the extent practical. The
WRHA engaged a private utility location service to mark utilities. Many items were marked, but the gas lines could not be located as they are private, and are HDPE material without tracer wire. The gas lines shown on the plans are approximations based upon available data, but are not guaranteed to be exact.
20. The following question was asked; “Is there an Engineer’s Estimate available for the project?” The Engineer has provided an Estimate to the WRHA and said estimate will be available at the bid opening. For purposes of an approximate price range for initial discussions with bonding agencies, the Engineer indicated that it could be conceivable that prices may be somewhere in the range of $1.0 Million +/-.
21. The following question was asked; “Does the WRHA have any place(s) available that the Contractor could use for temporary storage of equipment and/or materials?" Yes. The WRHA will allow the Contractor to use a spot behind the administrative office. The Contractor will be responsible for upkeep and securing the facility then restoration after the work is completed.
22. The following question was asked; “Will the WRHA assist in notifying residents about the project and traffic control?" The WRHA will notify all residents prior to start of construction and will provide limited assistance during the construction period to help keep residents updated and informed about the construction, parking, etc.
The Contractor will be responsible for traffic control.
23. The following question was asked; “Does the WRHA have requirements / limitations on work hours?" The WRHA would prefer that all substantial construction (excavation, pipe installation, switchovers, etc.) be conducted during those hours when WRHA staff is present (Monday-Friday 7:30am - 5:00pm). Minor construction (E&S, restoration, cleanup, etc.) is permissible after hours.
24. At the conclusion of the Pre-Bid Conference, the Engineer encouraged the attendees to visit and inspect the proposed project area.
25. A copy of the Pre-Bid Conference Sign-In Sheet is attached.
