About this file
This document is a Single Source Justification (SSJO) for the Department of State's Walter Reed Army Institute of Research (WRAIR) Europe-Middle East (EME) laboratory. The requirement is to procure consumables for Next-Generation Sequencing using Illumina Technologies, specifically compatible with MiSeq and iSeq sequencing systems. The total estimated contract value is $68,465.24, including options, and will be awarded on a sole-source basis due to brand-specific requirements.
The justification details that the WRAIR-EME laboratory has extensively evaluated and selected these specific Illumina test kits to produce high-quality, region-specific data for surveillance activities. Using alternative products would require costly additional components and potentially compromise data quality and comparability. The procurement will be through an authorized dealer, with the Contracting Officer (Anna Kosinska from American Embassy-Tbilisi) certifying the price as fair and reasonable. The document is signed by Jorge I. Jimenez, Director of Logistics for WRAIR E-ME, on 14-July-2025, and is associated with Solicitation Number 19GG8025Q0030.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION
THRESHOLD
SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Department of State Contracting Activity ☒ Overseas Post Tbilisi
Requiring Activity WRAIR Europe-Middle East
SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
Approval is requested to award on a sole source basis to Brand Name Justification for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.
SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
The requirement is to provide consumables for Next-Generation Sequencing using Illumina Technologies at WRAIR - EME. The estimated value for the entire period of performance is $68,465.24, including options.
These supplies/services require that purchased supplies are compatible with the MiSeq and iSeq sequencing systems manufactured by Illumina and operated at WRAIR – EME laboratory. Requested items should be delivered in accordance with the provided schedule by an authorized dealer. This will allow the Office of WRAIR – EME to accomplish short-read next-generation sequence analysis of study specimens collected under various surveillance activities, as part of WRAIR – EME’s mission.
SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:
☒ Brand-name
SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY
CITED
WRAIR – EME laboratory is equipped with the MiSeq and iSeq sequencing systems manufactured by Illumina.
Requested consumables are specifically designed to operate equipment on hand. The selection of these specific items is based on the preceding extensive laboratory work to identify and select the most suitable, best- performing test kits among different manufacturers, able to produce region-specific high - quality data.
Using alternate products will result in the need to acquire additional components that would be cost prohibitive. Purchase of consumables from a manufacturer, other than requested, has a high probability of not obtaining similar quality data due to reagent specificity. In addition, it is important to use the same test kits through the study in order to collect data comparable with the previous results and perform proper data analysis.
SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST
TO THE GOVERNMENT IS FAIR AND REASONABLE
By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.
SECTION 7. CERTIFICATIONS
All reviews and approvals should be completed in the order listed unless otherwise authorized or required.
