About this file

This document is a Questions and Answers (Q&A) No. 1 for a Request for Bids (RFB) issued by the Massachusetts Water Resources Authority (MWRA) for the Purchase of Firewall, IDS and Related Maintenance and Monitoring Services (WRA-3224). The RFB requires bidders to provide hardware, software, maintenance, support, monitoring, installation, configuration, training, and additional consulting services. The current MWRA firewall and network security infrastructure, which includes Check Point NGX [R65] firewalls running on Nokia IP390s in high availability, must be replaced with Check Point R71 on Check Point Power-1 devices, also configured in high availability.

The RFB specifies that each bidder must bid on all listed components without addition, deletion, or modification. MWRA account numbers and other sensitive information will only be provided to the winning vendor after the delivery of a signed Non-Disclosure Agreement. Pricing for the required services and products must be submitted in the format specified in Attachment E, Vendor's Bid Price, Table 1.

Purchase of Firewall, IDS and Related Maintenance and Monitoring Services

WRA-3224

QUESTIONS AND ANSWERS NO. 1

Q1: Regarding the RFB, Section 5, Scope of Activities, and Section 7, Maintenance and

Monitoring Details: Is the bandwidth throughput for each network segment/device to be managed and monitored above or below 1GB? If above 1GB, is it above 5GB?

A1: The bandwidth throughput for each network segment/device to be managed is below

1GB.

Q2: Regarding the RFB, on page 9, at Section 5.3.6, Diagrams of MWRA Network and

Security Topology: Can you provide a topology/network map for review?

A2: See Addendum No. 1, Item 1-1. On page 8 of the RFB, Section 5.3, Current MWRA

Network Security Topology, clearly identifies the products that are currently monitored and co-managed under the ending MSSP contract, and describes, to a certain extent, their connections.

Q3: Will you provide answers to all the other questions that the other vendors had asked? Or do we only get replies to our own questions?

A3: The answers to all relevant questions asked are made available to every potential bidder via this Questions and Answers document.

Q4: Can a bidder respond to just the hardware and software portion of the bid, or is it a must that all qualified bids must include a response to all the components of the bid including hardware and software, maintenance and support, monitoring, installation, configuration, training and additional consulting?

A4: See Addendum No. 1, Item 1-2. Each bidder must bid on all listed components of the RFB in Attachment E, Vendor’s Bid Price, Table 1, on pages 31-32, without addition, deletion, or modification.

Q5: Regarding the RFB, on pages 11-12, at Section 6.1, Itemized Solution List: Could you please provide MWRA’s Check Point User Center Account Number(s)? UC Account is a 10-digit string preceded by 3 zeros.

A5: See Addendum No. 1: Item 1-3. MWRA account numbers are classified as information that requires access be granted to only those who have an imminent and legitimate “need to know”. MWRA will only make that information available to the winning Vendor and only after delivery of a signed External Non-Disclosure Agreement (see RFB Attachment I, Non-Disclosure Agreement, on pages 39-40).

Q6: Regarding the RFB, on pages 11-12, at Section 6.1, Itemized Solution List: Please provide the user center account(s) for all relevant Nokia hardware and Check Point licenses being traded in.

A6: See Addendum No. 1 Item 1-3. MWRA account numbers are classified as information that requires access be granted to only those who have an imminent and legitimate “need to know”. MWRA will only make that information available to the winning Vendor, and only after deliver of a signed External Non-Disclosure Agreement (see RFB Attachment I, Non-Disclosure Agreement, on pages 39-40).

Q7: Re: Requirements listed in the RFB Section 5, Scope of Activities.

Has new hardware/software required in MWRA's scope already been designated and selected? For Example, listed in 5.4.2 Replace Firewalls in High Availability between MWRA General Network (Chelsea) and Internet: Replace the current MWRA firewalls (Check Point NGX [R65], running on Nokia IP390s in high availability) with the new Check Point R71 on Check Point Power-1 devices, configured in high availability. Is it correct in understanding that the new Check Point R71 on Check Point Power-1 devices have already been selected as a replacement? If so, are you only requesting services and support provided to replace current MWRA firewalls?

A7: Yes. See Addendum No. 1, Item 1-2. Each bidder must bid on all listed components of the RFB in Attachment E, Vendor’s Bid Price, Table 1, on pages 31-32, without addition, deletion, or modification. Also refer to RFB Section 6.1, Itemized Solution List, and Section 6.4, No Substitutions Allowed, on pages 11-12.

Q8: Regarding the RFB, on page 31, at Attachment E, Table 1, Part B, line items 17 and 18:

These items appear to be support renewals for existing IBM assets. May we please have the OCN numbers for these assets? IBM requires that we provide that information when requesting a renewal quote.

A8: See Addendum No. 1, Item 1-3.
