PERFORMANCE WORK STATEMENT (PWS)

West Point Simulation Center Service Support USCC, United States Military Academy

04 APR 2024

Activity: West Point Simulation Center Screen Installation

PWS / SOW Subject: This contractor is to provide services to the West Point Simulation Center for a number of 14x custom build screens installation. The number of personnel to be working on sight is still to be determined.

1. This Statement of Work (SOW) is issued by the West Point Simulation Center (USMA United States Corps of Cadets).

2. Deliverable Materials:

a. Number of 14x Customs Matte Grey screens (8’H x vary between 12’2” W and 14’8” W) for projection.

b. Bracketing materials to attach the screens to and to attach to the concrete walls

3. Delivery Dates/ Period of Performance:

a. WPSC would like to request the delivery of the screens no earlier than 01 AUG and no later than 15 SEP 2024; this will be sufficient time for the Bradley Arena infrastructure construction to be completed prior to the 01 AUG date. If there is a delay in construction, a discussion between KO, COR, and TPOC will convene to inform the vendor.

4. Scope of The Work: Contractor personnel will deliver the required materials to West Point and will install the deliverable materials into the Bradley Arena in the basement of the Bradley Barracks. The metal framing and bracketing system will be drilled into the walls, and the screen material will be attached to the framing. The screens will be installed with bracketing, allowing a 6 to 12 inches space between the screen and the wall, depending on the location of the screen in the space. The space between the wall and the screen will allow airflow and storage space and also keep the screen lined up properly across all the walls in the space. The screens will also be aligned with the pillars in the space identifying a screen as to be delineated as a pod or marked off space and be used consecutively with other screens or by itself.

a. Objectives:

i. Deliver materials and install screens into the Bradley Arena

ii. Ensure Number of 12x projection screens, with additional screen material for 14x screens due to the length of the walls to cover.

iii. Ensure that screens are seamless across the walls based on the desired location in the space.

iv. Conduct a test with high-output projectors, provided by WPSC, to ensure screens are installed properly.

5. Services include

a. Conducting a survey of the space to finalize the plan for a custom build of screens.

b. Delivering of the materials that include, framing, screen fabric, and necessary bolts and screws for the framing.

c. Installing the framing system on the walls designated by the COR and TPOC.

6. Vendor Responsibilities

a. The vendor will survey the space with the COR and TPOC to confirm the dimensions of the walls for installing the screens and framing.

b. Vendor will ensure that materials are delivered to a specific location determined by the COR

c. Vendor will ensure that all metal framing materials dimensions are prepared in such a manner that the materials can be transported into the Bradley arena without damaging the building.

d. The vendor will ensure that all personnel conducting work on this project do not have any warrants or records that would prevent them from traveling onto Federal Government property.

e. Vendor ensures that personnel have the appropriate personnel protective safety equipment when installing screens and framing.

f. Vendor will provide final cost for freight to ship materials to West Point.

7. Activity Responsibilities

a. Vendor will conduct survey of space to finalize dimensions.

b. Vendor will finalize freight cost after survey of the space.

c. Vendor will ship materials and send personnel to install metal framing and screens.

d. COR will ensure that Contractor personnel meet the appropriate requirements to come onto West Point. Coordination will have to be done prior to the execution date.

8. Completion Criteria

a. The contract is completed once all 12-14x projection screens have been installed and verified by the COR and TPOC, confirming the screens are seamless, and the projector images are shown clearly on the screens to meet requirements.

9. Hours of Operation: Daily hours will be between 0800-1630, Monday through Friday

10. Security Requirements: Personnel will not have any warrants or criminal records that would prevent them from traveling onto Federal Government property. COR will ensure and escort personnel onto West Point and monitor work as appropriately.

11. Special Qualifications: None
