About this file
This Notice of Intent to Bid, issued by the Commonwealth of Massachusetts Department of Early Education and Care (EEC) on October 23, 2025, announces a forthcoming solicitation for a Book Distributors Request for Responses contract (SRF# 260069). The contract will establish a Departmental Master Agreement listing prequalified vendors from which EEC and all agencies within the Education Secretariat will procure published books, textbooks, and educational written materials on an as-needed basis to support the agency's strategic objectives. The solicitation will be posted on COMMBUYS and will require bid submission through that platform. The document specifies nine COMMBUYS UNSPSC commodity codes relevant to the procurement, including printed publications, electronic publications, reading books and resources, teacher resource materials, printing, publishing, newsprint and offset papers, and content authoring and editing software.
The notice does not specify contract pricing terms, set-asides, incumbent vendors, funding amounts, or a formal contract term and renewal structure, as this is a preliminary announcement only. Bidders are directed to monitor COMMBUYS.com for amendments and the complete bid posting, including the Request for Responses (RFR) and any amendments. Interested parties are encouraged to register on COMMBUYS and include the applicable commodity codes in their profiles to receive notifications when the full solicitation is posted. The announcement references educational resources available through the Operational Services Division, including training courses, Supplier Diversity Office and Program information, and Environmentally Preferable Products guidance.
