Due to circumstances described herein, the activity requests authority to purchase electronic access to Encyclopedia Online from World Book Online using Other Than Full and Open Competition as prescribed by FAR 13.106-1(b) (soliciting from a single source), and 13.501(a)(Sole source acquisitions). This individual action will result in the award of a new Firm Fixed Price Contract. This sole source requirement will be acquired from the following organization:
This subscription is for a twelve (12) month Period of Performance, 1 September 2020 - 31 August 2021, with three (3) twelve (12) month option that would extend the PoP to 31 August 2024.
DoD Libraries require access to a database that provides World Book Online to include World Book ebooks - Advanced Reader, World Book Online Advanced (high school), World Book Online Kids (PreK), Dramatic Learning, Activity Center, Discovery, Early Learning, Timelines and World Book Student (elementary age).
World Book Online Advanced engages high school students and adults with thousands of articles, primary sources, and online books designed to support personalized learning and enhance digital citizenship. Contains up-to-the-minute access to worldwide news publications, government links from numerous countries, and multimedia reference materials. Timelines lets youth search more than 650 pre-generated timelines and 14,000 event in a highly interactive and customizable database. Investigate the chronological significance of world events and the lives of notable historical figures. Build, save, and share timeless for an authentic learning experience and integrate content easily from other World Book databases and outside sources.
Captivate even the most reluctant reader with unique visual engagements, rich multimedia content, and an abundance of educational games, activities, and projects. World Book Kids is designed to encourage the young learner to be curious. The carefully curated content also supports STEM/STEAM instructional initiatives.
Emergent learners will engage in an interactive and playful environment that encourages reading comprehension and mastery of phonetic skills. Early World of Learning is full of stories, videos, songs, and games. Discovery assists differentiated learners and older adults with a research database that offers a practical Life Skills section. A collection of unique videos, featuring expert answers to often asked questions, and a visual dictionary make content more accessible for readers of all levels. Support classroom instruction and library reading initiatives with over 2,500 titles, including World Book exclusive content and classic literature (novels, plays, poems, and nonfiction). With 24/7 unlimited, simultaneous access and unlimited renewals per book per user, World Book eBooks are available anytime, anywhere, and feature a free downloadable app compatible with Apple, Windows, and Android devices.

The mission of DoD MWR Libraries is outlined in DoDI 1015.10 stating DoD Libraries will provide information resources and services required to accomplish the mission. The libraries support military personnel assigned to contingency operations, remote sites, and military missions IAW DoDI 1015.10, Military Morale, Welfare, and Recreation Programs. The program provides professional military and voluntary education programs materials and services. Libraries also provide facilities, resources, and services to enhance the quality of life, regeneration, and resiliency for authorized customers. The DoD Library Consortium exists to create partnerships among the libraries within the various services of the DoD. They cooperatively acquire materials that are made available to military and civilian employees across the DoD. These resources relate to various overarching goals of the DoD such as recreation, physical wellness, emotional resiliency, and educational pursuits.
To meet these needs, the DoD libraries must procure resources that can be accessed globally, including in areas with low or no internet access, and provide the below stated requirements. These resources need to include access to quality of life resources. The Encyclopedia Online databases are vital leisure tools for DoD personnel. World Books is important to service personnel and library staff for having the ability to provide instantly accessible digital information in multiple platforms that can be streamed or downloading with no waiting.
World Book is the only known source capable of providing the item described above for the Department of Defense to accomplish the libraries' mission.
Market research confirms that World Book Inc. is the only known source that can satisfy the Government's requirements and is intended to support the DoD research and educational information and materials.
AFSVA/SVPL surveyed the market for vendors to determine if competition was available for the requirement.
The library used publishers' advertisements, professional conferences, vendor demonstrations, customer suggestions, and new publication reviews to conduct its surveys. No viable vendors were found.
The proposed sole source is the only known source able to satisfy the Government's requirements.
An intent to award sole source notice was posted on Beta.Sam.Gov from 7 July 2020 through 13 July 2020 and no qualified responses were received that could meet the requirement.

The proposed sole source is the only known source able to satisfy the Government's requirements.
AFSVC/SVPL will keep an open dialog with the users/patrons and evaluate statistics to determine the necessity to use this resource to supplement its collection of related databases. AFSVC/SVPL will continue to survey the market for vendors to obtain competition in related databases. The library uses publishers' advertisements, professional conferences, vendor demonstrations, customer suggestions and new publication reviews in conducting its surveys.
AFSVC/SVPL will attempt to obtain competition whenever possible by use of professional journals and trade exhibits. The AFSVC/SVPL personnel will continue to keep up-to-date and review database subscriptions to determine if another source will meet the needs of the users. We will also keep an open dialog with our patrons and usage statistics to determine the necessity for future purposes.
