About this file

This Worker Protection and Investment Certification Form is required by the Commonwealth of Pennsylvania for all contractors and grantees working on state contracts, including those with the Pennsylvania Game Commission. The form mandates contractor compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen specific state labor and workforce safety laws covering areas such as workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, wage payment and collection, and apprenticeship requirements. A duly authorized official must execute the certification, confirming the contractor's compliance status and acknowledging an obligation to report any changes in compliance to the purchasing agency immediately. The certification is subject to penalties under Pennsylvania law, including contract termination and three-year ineligibility to bid on future state contracts under 62 Pa. C.S. § 531, as well as criminal penalties under 18 Pa. C.S. § 4904 for unsworn falsification to authorities.

This certification requirement applies to the Pennsylvania Game Commission's solicitation for a new Administration Shooting Range on State Game Land 050, which involves construction of a new backstop, side berm, steel target line, and related earthwork. Electronic bids for the general construction contract will be opened on April 9, 2026 at 2:00 PM at the Division of Contracts and Procurement in Harrisburg, Pennsylvania. Bidders should direct technical questions regarding project specifications to Zachary Whitenight at the PGC Engineering Division via phone or email. All project quantities are estimated, and bids must be submitted in dollars and cents with no fractional cents accepted.
