About this file

The Worker Protection and Investment Certification Form is an official document issued by the Commonwealth of Pennsylvania, designed to ensure contractors and grantees comply with state labor and workforce safety laws. The form requires businesses to certify their adherence to 13 specific labor regulations, including the Construction Workplace Misclassification Act, Employment of Minors Child Labor Act, Minimum Wage Act, and Prevailing Wage Act, among others.

The certification carries significant legal implications, with potential penalties for false declarations including contract termination and a three-year prohibition from bidding on Commonwealth contracts. Contractors must sign and confirm their compliance, acknowledging that they understand the requirements and are obligated to immediately report any changes in their compliance status. The document is part of Pennsylvania's broader worker protection initiative under Executive Order 2021-06, which aims to safeguard worker rights and maintain high standards of labor practices across state-funded projects and contracts.
