About this file

This is a Work Statement for a cultural resources inventory project managed by the Bureau of Land Management (BLM) Idaho Region. The project encompasses three distinct survey areas: Camp Creek, Copper Queen, and Gilmor, with the primary objective of conducting a comprehensive cultural resources inventory across these locations. The work involves systematic archaeological survey, documentation, and evaluation of cultural resources to comply with federal cultural resource management requirements and the National Historic Preservation Act.

The contractor is responsible for performing Phase I archaeological surveys across the designated areas, which includes literature review, field reconnaissance, and systematic survey methodologies to identify and document prehistoric and historic cultural resources. Deliverables include a detailed survey report documenting all identified resources, their locations, significance assessments, and recommendations for further evaluation or mitigation. The work requires compliance with BLM cultural resource management standards, coordination with Native American tribes as appropriate, and adherence to all applicable federal and state regulations governing archaeological work on public lands. The contractor must possess appropriate archaeological expertise and credentials, with work to be completed according to BLM specifications and quality standards for cultural resource documentation.

STATEMENT OF WORK

Camp Creek, Copper Queen, and Gilmore Cultural Resource Inventory, Lemhi County, Idaho

I. Introduction and Background This Statement of Work outlines three cultural resource inventory tasks requested by the Salmon Field Office (Idaho BLM), in support of fuels reduction and forestry projects in Lemhi County (Eastern Idaho).

The Camp Creek, Copper Queen, and Gilmore Forestry and Fuels Project is proposed by the Salmon Field Office and seeks to treat 6,153 acres to reduce hazardous fuels and improve forest health. Treatments will include prescribed fire such as pile-burning, broadcast-burning, or jackpot burning, as well as mechanical thinning, hand thinning with chainsaws, temporary road building, road maintenance, and associated timber sales. No road construction or maintenance is planned in the Camp Creek unit. Existing roads may be improved or maintained by grading, widening, dust abatement, drainage structure maintenance, etc. The locations or extent of treatments have not yet been determined and could occur anywhere within the Area of Potential Effect (APE).

This project is considered a federal undertaking and is subject to Section 106 review as part of the National Historic Preservation Act (NHPA) of 1966, as amended. Therefore, a Cultural Resource Inventory to identify and evaluate cultural resources, and to analyze for potential effects to historic properties, is required.

The Cultural Resource Inventory includes a records search, background research, field survey, site recording and evaluation, assessment of effects from the undertaking, and report preparation for this 6,153 acre Area of Potential Effect (see Attachment 5). The entire APE does not need to be surveyed to Class-III standards however, due to areas of high slope (areas higher than 30% slope do not need to be surveyed to Class-III standards in Idaho).

A complete Class-III inventory (transects spaced at 30m or less) is required for a minimum of 1,175 acres. The remaining acres within the APE will be subject to a Class-I or Class-II inventory with site recordation and re-records (not monitors).

Within the APE, all cultural resources will be recorded to current standards, and recommendations will be made regarding eligibility for listing on the National Register of Historic Places (NRHP). There are thirty (30) known cultural resources within the APE, however most of it has never been surveyed outside of the mining districts. Part of the Copper Queen Mining District may fall within this survey. The Gilmore District will fall within the Gilmore survey portion along with many associated sites as well as a high potential for more. Precontact sites are known near the APE, mainly near waterways and springs and are possible within the project area. Possible linear features may include historic ditches and historic roads.

One important (and unique) cultural resource within the APE is a district, the boundaries of the old Lemhi Indian Reservation. This reservation was closed via Executive Order in the early 1900s. While no buildings or structures associated with the Lemhi Indian Reservation are expected (these were located much farther south, near Hayden Creek), it is possible a few resources or boundary markers associated with the district will be located. A full recordation of the district is not required; however the district form must be updated following the survey.

This information is for planning purposes only and the contractor will still be expected to conduct a formal record search with the Idaho State Historic Preservation Office (SHPO) and the BLM Field Office facilitating this project.

IV. DELIVERABLES

The project will be divided into three tasks, as summarized below:

Task 1: Complete inventory, including records search and all fieldwork

· Complete Pre-Work Meeting and Records Search.

· Completion of all Fieldwork.

· Delivery of initial GIS data.

· The contractor must provide the BLM with a populated Idaho BLM Cultural Resources Geodatabase (GIS data) with all cultural resources identified. The contractor is responsible for ensuring that the data accurately represents the resource (i.e., polygons accurately represent the entire site boundary, not just loci).

· The contractor will also provide the BLM with a list or table of all cultural resource sites identified and recorded during the inventory, initial recommendations of eligibility, and any management actions completed to ensure no adverse effect. Maps do not need to be included with the GIS data.

· This data needs to be QA/QC’d by the BLM before Task 1 is completed.

Task 2: Draft deliverables

· Draft deliverables must be delivered to the BLM outside of ICRIS. Digital files are preferred.

· Single PDFs of each site record (newly recorded or updated) using BLM provided forms. In addition, all site data must be entered into ICRIS. Printouts from ICRIS are not accepted.

· Finalized GIS data following Idaho BLM Cultural Resources Geodatabase standards; with all applicable feature classes and fields completed.

· Digital PDFs of the report and any other attachments or appendices (can be separate PDF files if necessary).

Task 3: Final Deliverables

· The completion of Task 3 is the delivery and acceptance of these materials:

· Single PDFs of each site record (newly recorded or updated). In addition, all final site data must be entered into ICRIS.

· Digital PDFs of the final report and any other attachments or appendices (can be separate PDF files if necessary).

· Submission via ICRIS and subsequent concurrence from SHPO.

V. Stipulations and Permits The following stipulations apply to this contract:

· The ability to attain an Idaho Cultural Resources Use Permit is required.

· All BLM and State-specific Cultural Resources Use Permit (CRUP) stipulations will be followed. Applicants will be required to obtain a Field Work Authorization (FWA) through the Salmon Field Office Archaeologist prior to starting fieldwork. Applicants should display their ability to meet the standards for a CRUP under the BLM Manual 8150. A non-disclosure agreement will be required by all contractor employees.

· Each field crew must be supervised in the field by a qualified crew leader/field director (see Attachment B: Evaluation Criteria). Qualified crew leaders must always be on site with no less than one crew leader per crew.

· In the event of a NAGPRA discovery: The contractor must notify the COR and BLM Archaeologist immediately, by telephone and with written confirmation, upon the discovery of human remains, funerary objects, sacred objects, or objects of cultural patrimony (as per NAGPRA, defined in 43 CFR 10.2) and must immediately stop any activities connected with such discovery and make a reasonable effort to protect the discovered remains or objects.

· If paleontological remains are encountered during field work, GPS coordinates will be recorded and plotted on a 1:24,000 scale topographic map. The contractor must notify the BLM of the discovery and provide UTM coordinates of the finds. See BLM Handbook H-8270-1, General Procedural Guidance For Paleontological Resource Management, Ch. II A(4) and Ch. IV P(1)

· To protect site information from unauthorized disclosure, all site location and content information must be kept in strictest confidence. The contractor shall make the information available only to the Contracting Officer’s Representative (COR) and the assigned BLM Archaeologist and must take whatever internal measures are necessary to ensure that confidential material is protected.

· All GIS data, site specific records, photographs, and maps generated during this contract, including original field notes, will be considered BLM property, and will be turned over to the COR and BLM Archaeologist upon completion of the project. The contractor’s Contract Manager will be responsible for ensuring that all excess site-specific documents, maps, site forms, field maps, etc., (i.e., those not submitted as deliverables, internal review drafts, etc.) are properly disposed of upon completion of the project.

IV. GOVERNMENT FURNISHED MATERIAL

The Government shall make available or provide the Contractor with the following (to be delivered at the pre-work conference):

· A BLM Report Number for this undertaking

· GIS data with boundaries of APE & Inventory Area

· GIS data of known previously recorded resources within the APE

· PDF site records of previously recorded resources within the APE

· Idaho BLM Cultural GPS data dictionary

· Idaho BLM Cultural Resources Geodatabase (GDB) schema

· Areas within the APE exempt from Class III inventory These digital materials can be made available by the Government to the Contractor at any time during the contract, upon request:

· 2014 Idaho State Protocol Agreement

· Consulting with Idaho SHPO Handbook

· BLM Manual 8150

· National Register Bulletin 15 (NPS 2002)

· Adequate “Summary of Findings” Table, to be included in the report.

VII. Common Questions About The Required Work Who Determines the APE; Who Sends the Report?

· The BLM will determine the Area of Potential Effect in consultation with Idaho SHPO. We are happy to discuss the APE with you, but the decision remains with the BLM.

· The BLM will create the project in ICRIS after field work has been completed. The BLM is responsible for submitting the project to SHPO and for writing the cover letter. The contractor will enter all data into ICRIS for all cultural resources and all reports as a “Secondary Reviewer”.

Do I Have to Go to The Pre-Work Meeting?

· Yes. It is required for Task 1.

Cultural Resources: What Forms to Use and How to Handle Isolates

· The contractor will complete a separate PDF form for each cultural resource (in addition to entering the data into ICRIS). A template will be provided by the BLM. Print outs from ICRIS are not acceptable.

· The contractor will include, at a minimum, two overview photographs, a 1:24,000 scale map and a site plan map for each cultural resource. Each structure or building will also have a plan view sketch in addition to an appropriate number of photographs of the elevation. Drawings or photos of diagnostic artifacts are required.

· Recorded linear resources will follow Idaho SHPO’s guidelines; namely a separate form for each segment recorded, and an overall linear resource form for the entire resource. Segment names will be logical.

· Isolates are determined as per Idaho SHPO guidelines and are exempt from mapping and recordation requirements listed above. A location and description is required. Photographs of isolates are always encouraged in the event the isolate is later determined to be a site (e.g. pre-contact rock cairns vs. historic mining cairns).

What Goes In The First Draft (Draft Deliverable)?

· The first draft will be a complete package and include all site forms, all geospatial data, the entire report, and all data entered into ICRIS. An editor or QA/QC specialist will review the entire package before submission and will sign off on the quality of the work. Excessive typographical errors or factual errors may lead to a cancellation or reduction of the contract or permit. Please do not send incomplete work; if you need an extension we will grant it.

· The report structure must meet the requirements listed on the Idaho SHPO website. You may use your own template, or that of Idaho SHPO. Whatever is easier for you.

· Hard copies are not required. Electronic submissions are preferred.

· Changes to the above are always allowable with written agreement from the BLM Cultural Resource Specialist. Written acceptance of a proposed change (e.g. via email) is required.

What about districts, or linear sites, or Objects, Or other problems?

· These challenging properties should be discussed as early as possible. The BLM only asks for a Good Faith Effort (GFE), and that can only be decided between the BLM, SHPO and the contractor (not individually). The definition of GFE varies from person to person, so it’s always better to ask as soon as possible. Don’t wait for the winter to ask if extra fieldwork is necessary.
