About this file

This is a Performance Work Statement detailing rangeland harrowing and drill seeding operations for two adjacent units in Cassia County, Idaho, totaling approximately 3,048 acres. The work consists of harrowing sagebrush vegetation on the 1,026-acre Northeast Sheep Mountain unit using a single-pass, straight pull bar dixie harrow with a 15-foot swath width, followed by drill seeding both units. The Lower Red Rock Flat unit comprises 2,022 acres designated for drill seeding only, while the Northeast Sheep Mountain unit requires harrowing prior to seeding. The Government will supply six rangeland drills configured as two three-drill setups and one 15-foot dixie harrow, with an additional harrow available if requested. The Contractor must supply two tractors with adequate horsepower and skilled operators, along with all fuel, lubricants, and field repair equipment including a welding outfit. Work is scheduled to commence approximately September 1, 2026.

The Government will furnish mixed seed delivered in 50-pound bags at specified application rates: 8.3 lbs/acre for Lower Red Rock Flat and 8.43 lbs/acre for Northeast Sheep Mountain. The Contractor is responsible for seed protection, equipment maintenance, daily logbook documentation of seed usage, and compliance with operational constraints including maximum speeds of 3 miles per hour during seeding operations and 15 miles per hour when towing equipment between sites. The Contractor must avoid damage to roads, section corners, benchmarks, and flagged resource areas, and shall relocate equipment between units with seed feeders disengaged and disc arms raised. Payment is based on the number of acres satisfactorily completed at the unit price per acre specified in the Bid Schedule, with measurements derived from field traverse, aerial photographs, or maps at the Government's discretion.

SECTION C

HARROWING AND RANGELAND DRILL SEEDING

WORK DATA SHEET

Item 0001/0002 – Lower Red Flat Drill Seeding / Northeast Sheep Mountain Dixie Harrow and Drill Seeding

APPROXIMATE ACREAGE: 4,047 APPROXIMATE START DATE: 09/01/2026

LOCATION OF WORK SITE AS SHOWN ON WORK LOCATION MAPS: There are two units in this contract that are adjacent to each other. Highway 81 is located on the east side of both units, providing easy access for equipment. Kane Spring Road is the best east/west access between the units and will be used for unloading equipment.

· The Lower Red Rock Flat unit is 2,022 acres. This unit shall only be drill seeded. The project is located approximately 3 to 7 miles south/southwest of Malta, Idaho in Cassia County.

· The Northeast Sheep Mountain unit is 1,026 acres. This unit shall be dixie harrowed and then drill seeded. The project is located approximately 6 to 9 miles south of Malta, Idaho in Cassia County.

TYPE OF EQUIPMENT TO BE SUPPLIED BY THE GOVERNMENT: Six rangeland drills will be provided to be used as two three-drill set-ups. One fifteen (15) foot dixie harrow will be provided. An additional fifteen (15) foot dixie harrow is available if the Contractor wants to use one for both tractors.

TYPE OF EQUIPMENT TO BE SUPPLIED BY THE CONTRACTOR: The Contractor shall supply two (2) tractors to pull the dixie harrow(s) and drill set-ups.

LOCATION OF EQUIPMENT TO BE SUPPLIED BY THE GOVERNMENT: The dixie harrow(s) and rangeland drills will be delivered to the units and set up by the Government.

HARROWING OPERATIONS

· Type of vegetation to be harrowed: sagebrush

· Type of harrowing: single

· Harrow configuration: straight pull bar

· Width of swath to be covered by harrow pass: 15 feet

LOCATION OF SEED: Seed will be delivered to the units by the Government. The seed will be stored in a Government furnished seed trailer. The trailer will be delivered to a location designated by the Government. The Contractor shall be required to notify the COR or PI at least two (2) working days prior to delivery of a seed trailer to the work site.

KIND OF SEED AND RATE OF APPLICATION: Mixed seed will be furnished by the Government. The seed will come in 50 lb. bags.

· Lower Red Rock Flat (2,022 acres)Rate of 8.3 lbs/acre
· Northeast Sheep Mountain (1,026 acres)Rate of 8.43 lbs/acre

AVERAGE DEPTH OF SEEDING: ½ to ¾ inch

OTHER REQUIREMENTS

The drill seedings are not in a fire area. The project area is relatively flat with minimal rock. Vegetation within the units consists of annual/perennial grass, forbs, and some sagebrush.

The Northeast Sheep Mountain unit will be harrowed prior to drill seeding. The Contractor shall avoid dragging the dixie harrow across any roads located within the unit to avoid damage to them. The harrow may be dragged across one point of the road to switch to the other side of it and will be discussed with the COR or project inspector prior to crossing to identify the best location.

The Lower Red Rock Flat and Northeast Sheep Mountain units will both be drill seeded. Once the first unit is completed, the contractor shall relocate drills to the next unit. Seeding equipment being towed (roaded) between units shall be taken out of gear to prevent seed feeders and agitators from operating. Disc arms must be raised to eliminate ground disturbance. These moves will not require breaking down the three drill setups. There are minimal fences in the unit, and gates should be available, so fence repairs will more than likely not be necessary. Upon completion of the units, the Contractor shall leave the drills at a location on the work site as directed by the COR or Project Inspector.

SECTION C
