About this file
This document is a request for proposal (RFP) from the Pennsylvania Game Commission (PGC) for tree felling, broadcast herbicide application, and basal-bark herbicide application services for a woodrat habitat improvement project. The project covers approximately 18 acres across six locations in multiple Pennsylvania state forests and on property owned by The Nature Conservancy. The RFP requires the selected contractor to provide supervision, tools, materials, equipment, labor, insurance, and all expenses to complete the operation per the attached specifications. Prospective bidders must attend at least one of two mandatory site inspection tours on May 2 and May 3, 2018. Bids are due by 2 p.m. on May 10, 2018, and the contract term is from the notice to proceed through November 16, 2018, with no extensions granted.
The RFP provides detailed specifications for the three contract tasks, including tree felling, basal-bark herbicide application, and broadcast herbicide application for fern control. Pricing is requested as a per-acre bid for each task, and the contract will be awarded to the bidder with the lowest combined project price. The contractor must provide proof of insurance and a performance bond in the amount of $2,500. Payment will be made based on actual acres treated for each task, not to exceed the contract specifications.

One purchase order will be awarded for the entire project.
Bids must be received by 2 p.m. on Thursday, May 10, 2018. Bids will be accepted only via the electronic vendor system (information below).
All vendors who conduct business with the Pennsylvania Game Commission must have a vendor number assigned to them to receive payment from the Commonwealth.
Vendors may access the “PA Supplier Portal” website www.pasupplierportal.state.pa.us or phone (877) 435-7363 or (717) 346-2676 or email ra-srmhelp@pa.gov for assistance to register as a new vendor or, if you are an existing vendor, to change a main or remit to address. This is a Department of General Services (DGS) website; contact them directly if you have any problems with the website.
The bid as a unit price (per-acre price) includes all labor, supervision, tools, equipment, materials, supplies, insurance, and all miscellaneous expenses necessary for the completion of the project.
VIII. CONTRACT TERM:
The contract term shall commence upon the notice to proceed and terminate November 16, 2018. No extensions will be granted. Contractor is advised that several hunting seasons overlap the operational periods of this contract. Common sense should dictate caution when operating during hunting seasons and on especially opening days of archery deer, archery bear, rifle bear, and rifle deer seasons. Contractors are advised (not required) to avoid work on these dates and to wear sufficiently visible clothing (e.g., hunter orange or chartreuse) while working during hunting seasons.
IX. PAYMENT TERMS:
The contractor shall be paid at the unit price bid for ACTUAL acres treated for each of the three contract tasks, not to exceed and pursuant to these contract specifications and as determined by a PGC representative. Contractor may invoice PGC per unit, per site, per line item, or for the job in its entirety.
X. ATTACHMENT 1: GENERAL SPECIFICATIONS:
1. The contractor will notify the PGC representative (Justin Vreeland) at least 3 days (72 hours) prior to beginning each line item, and prior to commencing operations at a new site. The contractor may work at times other than the schedule of the PGC representative.
2. All herbicide application must follow label instructions and be compliant with applicable state and federal laws and regulations for equipment-specific and plant species-specific application to achieve a minimum 85% kill rate of target plants, specified in Attachments, within all treatment areas.
http://www.pasupplierportal.state.pa.us/ mailto:ra-srmhelp@pa.gov
3. The contractor must guarantee complete and accurate coverage of the project areas for each contract task. A final inspection for each site and task will be conducted by PGC representatives to ensure satisfactory coverage of project areas. If any project area is missed or improperly treated due to skips, faulty application or equipment limitations, it will be re-treated at the contractor’s expense. The contractor may be present at the final inspection.
4. The contractor must ensure all personnel assisting with the project are able to accurately identify native and non-native tree, vine, and shrub species during leaf-on and leaf-off conditions. In particular, contractor must be able to correctly identify target species for herbicide application: black birch, red maple, New York fern, hay-scented fern, and Ailanthus.
5. An emergency spill kit must be available at all times during active operations on the project site.
6. The contractor will furnish PGC a copy of the chemical use records logs at the completion of the project. Logs for basal-bark and broadcast herbicide application are to be kept separately.
7. Pursuant to Chapter 79.7 (f) of the Fish and Boat Code, timber rattlesnakes are not to be killed or harassed during contract operations. If contractors encounter timber rattlesnakes while working on state forest land, please contact wildlife biologist Aura Stauffer at (717) 579-0297. Rattlesnakes can be temporarily relocated if contractors are concerned about their safety.
8. Contractor will not remove flora or fauna from the property, including fuel wood.
9. The contractor will remove all trash and garbage, personal and otherwise, generated from the completion of this contract.
ATTACHMENT 2: TREE FELLING SPECIFICATIONS
1. Within/at approximately 115 project blocks and points totaling approximately 18 acres, fell trees delineated on site with yellow paint. Trees to be felled at points “RS303” and “RS305” must be felled in a chevron pattern, as described in the attached table. Felling trees to create grape arbors must follow specifications in bullet #6 of this attachment, below.
2. Unless otherwise specified, all stems to be treated per these felling specifications will be felled to ground level with hand-operated devices (e.g., chainsaw, brushsaw). All felled trees must be completely severed at the stump. Stump heights should be kept less than 14 inches above the ground unless surface rock or slope angle prevents doing so.
Snags are not to be felled unless leaving standing snags creates a hazard for the feller.
Grape vines are not to be severed when creating arbors.
3. Trees marked to be felled that pose hazards to the feller can be girdled. In addition, trees marked with a “G” are to be girdled, not felled. To girdle trees, use a chainsaw to cut two 2-inch-deep parallel cuts around the entire circumference of the tree. Cuts must penetrate the cambium and be vertically separated by 4-8 inches.
4. Serviceberry, hawthorn, and flowering dogwood—if found in treatment units—are to be reserved under all circumstances. Ailanthus and paulownia trees, if found in any treatment units, must not be felled under any circumstances and will be treated with basal herbicide application even if not marked for treatment.
5. To create grape arbors, trees on which grape vines are growing and immediately adjacent trees are to be felled to a common point in a wagon-wheel pattern [where the hub of the wagon wheel is the tree(s) in which the vine(s) is/are growing] to. Grape vines are not to be severed. First directionally fell surrounding marked trees toward the tree(s) containing the grape vine. Lastly, fell the tree with the grape vine in such a manner as to fall as best possible on top of the other felled trees to create a large ‘brush pile’. Do not buck up or break down the collected trees. DO NOT sever the grape vine stem.
6. Care must be taken to avoid felling trees onto roadways, trails, or paths. If trees must be felled onto roadways, adjacent rights-of-way, or trails, these areas must be cleared and made safe for traffic. If trees marked for felling are likely to fall on a roadway or trail, a spotter in communication with fellers will be placed on the road or trail to ensure passers-by are not injured during felling operations.
7. Care must be taken to minimize damage to residual and non-target trees during felling.
8. Felled trees are not to be left hanging or entangled with other trees left standing such that they pose a hazard.
9. Felled trees are not to be ‘broken down’ or ‘bucked up’, but are to remain intact, with branches still attached.
ATTACHMENT 3: BASAL BARK HERBICIDE APPLICATION
SPECIFICATIONS
1. Within/at approximately 29 project blocks and points totaling approximately 11 acres and delineated on site within blue boundary paint, or with pink or orange paint, conduct basal bark herbicide application to undesirable woody species (Ailanthus, paulownia, red maple, sweet or black birch, and striped maple) equal to or greater than 1/4 inch basal diameter and less than or equal to 6 inches diameter at breast height with triclopyr (minimum 13-61% active ingredient [e.g., Pathfinder® II or Garlon®4) with label-approved carrier oil (when using Garlon®4). The basal herbicide mixture must be applied around the entire circumference of the tree base, beginning at ground level, and continuing up the trunk a minimum of 14 inches. The herbicide must thoroughly wet all sides of the lower 14 inches of the trunk in a continuous band, with no “skips”, and without excessive runoff.
2. The contractor shall apply basal treatments any time between the notification to proceed and June 20, 2018 except when bark is wet from precipitation or when snow prevents spraying to the ground line.
3. The contractor will not apply herbicide when stumps or bark are wet from precipitation or when snow prevents spraying to the ground line.
4. All herbicide application must be conducted between dawn and dusk (i.e., during daylight hours).
5. Care must be taken to minimize spraying of any trees marked as reserves, and non-target trees and shrubs (e.g., oak, hickory, serviceberry, hawthorn, basswood, etc.).
6. All spray material will remain within designated block boundaries and away from sensitive areas including open water.
ATTACHMENT 4: BROADCAST HERBICIDE APPLICATION
SPECIFICATIONS
1. Within/at approximately 8 project blocks and points and totaling approximately 5 acres delineated on site with boundary paint or physical boundaries; treat all rhizomatous ferns (New York fern, hay-scented fern) with the herbicide specified below. Only areas identified as treatment points or polygons in the attached maps that contain fern should be treated; the entirety of each project site will not be treated.
2. Conduct targeted foliar treatment of fern (hay-scented fern and New York fern) with Sulfometuron-methyl herbicide containing a concentration equivalent to 2 ounces per acre of Oust® XP1. No surfactant is to be added to the tank mixture. Spot-spray herbicide mixture via backpack sprayer, mist blower, or similar equipment. Machine mounted equipment cannot be used. Care must be taken to treat only target fern species.
3. The contractor shall perform herbicide work between July 15 and August 30, 2018.
Treatment earlier in the specified window is desirable if drought conditions cause early senescence of ferns.
4. The contractor will not apply herbicide when foliage is wet from precipitation.
