About this file

This Statement of Work (SOW) details the resurfacing of two playgrounds at the U.S. Coast Guard Rio Bayamon Housing complex in Puerto Rico. The project involves removing and disposing of existing surface materials and installing new poured-in-place resilient safety surfaces for the Recreation Center Playground (60 ft x 60 ft x 85 ft triangular pad) and the RBH Upper Playground (40 ft x 40 ft square pad). The contractor must provide a two-layer rubber system that complies with a 7 ft fall height critical height rating per ASTM F1292 impact attenuation testing, with color options including a 50% speckle mix of two colors.

Key requirements include completing all work within 90 calendar days from the award date, during normal working hours (M-F 0600-1700), with potential after-hours work subject to Contracting Officer approval. The contractor must be a licensed professional and submit various documents including a roster of personnel, project schedule, safety plan, and product data. The work must meet Consumer Products Safety Commission guidelines, ASTM standards, and ADA playground guidelines. Warranty is for one year or the manufacturer's standard warranty period, whichever is longer. Project coordination contacts are LCDR William Birch (787-360-1101) and Mr. Oswald Mora (939-202-0587).
