AGENCY OVERVIEW
The Washington Metropolitan Area Transit Authority (WMATA or Metro) is the transit provider for the National Capital Region, providing safe, clean, and reliable service to both residents and visitors. Our customers include more than a third of the federal government workforce and millions of tourists who visit the Nation’s Capital every year. Metro operates the second largest heavy rail transit system, sixth largest bus network, and fifth largest para-transit service in the
United States.
PROJECT OVERVIEW
WMATA is looking for potential suppliers who are willing to provide video display systems that will be used to present advertising to the riding public. The screens will be mounted on a glass panel above the existing wind screens of the 7000 series railcar located at each side door.
INTRODUCTION:
The Washington Metropolitan Area Transportation Authority (WMATA) is gathering information for the additional Digital Display system on the 7000 series rail cars and invites your firm to provide input associated with this Request for Information (RFI).
This is a Request for Information only, and it is issued for WMATA Market Research and specification development purposes only.
Background
WMATA current 7000 Series railcars have four digital Door Pocket Display Screens (DPDS) in each car for displaying WMATA system map, station information, passenger information, and the WMATA related information videos. The screen size for each DPDS is 12-¼” x 21-3/8”, and the video display area within the DPDS is 11-5/8” x 20-7/8”.
WMATA would like to have the capability to display passenger information system (PIS) on separate digital screens so that the current 7000 Series DPDS will display only routing information and entertainment and commercial advertisement will be provided by a new PIS system. By separating the
PIS information from the current 7000 Series DPDS, it allows WMATA to generate revenue, reduce labor costs associated with manually changing advertisements, and enhance the new passenger experience.
Scope of Work
The following sections describe the functional and technical considerations that WMATA seeks in new PIS system.
Technical Considerations
Firms responding to this RFI will supply a description of digital display system meeting WMATA’s requirements within this document, but not limited to;
1. The new digital display system is for the pilot program only and is an addition to the current
Door Pocket Display System (DPDS) on the 7000 Series Railcars.
2. The new Digital Display system will be installed, at a minimum, above windscreen at each doorway. The display system should consider the following requirements, but not limited to:
a. Hardware.
i. Double-sided embedded digital displays in the windscreen glass are preferred. If digital display can’t be embedded, the individually replaceable back-to-back digital display must be acceptable.
ii. The display must be color, high resolution, state of the art technology, visible under all lighting conditions.
iii. Digital display system must operate from low-voltage dc (at 37.5 Vdc) which will be protected by the circuit breaker on the operator’s circuit breaker panel and must integrate its own power supply. The power supply should be provided with the following design features, but not limited to:
1. Input surge protection
2. Reverse polarity protection
3. Over-temperature protection
4. Under/overvoltage protection
5. No audible noise
iv. Display screen must be suitably protected for the operating environment and protected from vandalism. Also, it must be easy to install and replace for maintenance purpose.
v. The equipment must be capable of being operated at the specified performance levels and stored without degradation under the following environmental conditions.:
b. Cars will be used seven days per week and operating in revenue service up to 22-24 hours a day.
c. Cars will be in service a minimum of 300 days per year during the prescribed hours.
d. Ambient Temperature: -30 °F to 120 °F
i. Low weight solution is highly preferred.
e. Software and System.
i. Digital display system should be able to adapt/be compatible with the current
7000 series PIS control system, Vehicle Monitoring, and Diagnostics System, and comply with WMATA’s Cyber Security Policy currently under development.
ii. Digital display system should be able to display all types of information that are broadcasted by the Passenger Information Control Unit (Unit (PICU) andPICU) and file formats, not limited to MP4, WMV, AVI, MOV, TIFF, JPEG, GIF, PNG, etc.
iii. The advertising media must be capable of being downloaded remotely via wi-fi or any other secure wireless communication method.
iv. Comprehensive set of diagnostic capabilities must be provided. Including,
i. Internal health monitoring routines and diagnostic indications.
ii. Self-detected faults must be displayed locally on the front of the equipment
iii. Interface to the VMDS (Vehicle Monitoring and
Diagnostic System) to display the system status on the
TCD (Train Control Display)
3. As part of the response to this RFI, the respondent may be requested to perform a presentation of the proposed solution. Respondents are requested to submit a master plan which includes the following, but not limited to:
i. Overall schedule.
ii. Brief description of the proposed installation process.
Questions for Potential Contractors
WMATA requests that potential contractor’s provided responses to the following questions in addition to commenting on the provided scope of work:
1. What is the operating voltage and power required for the controller and display panels?
2. What is the weight of the system at each doorway?
3. How is the media downloaded to the car?
4. What is the projected transfer rate of the download?
5. What is the maximum file size for the media transfer?
6. What external support systems are required for the downloading of data?
7. Is the proposed system rail proven technology?
8. Where is it in use?
9. Can the supplier provide user references for this system in use by other commuter agencies?
10. What is the useful life of the system components?
11. Is Mean Time Between Failure (MTBF) data available?
