About this file
This document is a within-scope determination letter from the Department of Veterans Affairs Network Contracting Office 10 regarding a parking lease expansion for the John Dingell Medical Center in Detroit, Michigan. The letter requests an increase of 100 parking spaces to the existing lease (36C25024L0018) for 300 spaces, which expires on 10/31/2034, due to the closure of Red and Blue Parking Structures for renovations. Market research using Park Whiz.com revealed 9 parking locations with monthly rates ranging from $60 to $250 per space, with the proposed expansion costing $14,250.40 monthly ($142.50 per space), which is within the local market rate. The expansion is considered within the original scope of the initial delegation for 650 parking spaces, and the current lessor has offered additional spaces at the existing lease pricing terms.

DEPARTMENT OF VETERANS AFFAIRS
NETWORK CONTRACTING OFFICE 10

The Department of Veterans Affairs John Dingell Medical Center has a Parking lease in Detroit Michigan: 36C25024L0018 for 300 spaces which expires 10/31/2034. The medical center would like to increase the lease by 100 spaces. There is a 100-parking space gap due to the closure of their Red and Blue Parking Structures for renovations. The expansion will allow for the Detroit Medical Center to provide continued adequate parking for veteran patients, staff, and visitors. This will ensure that the facility can maintain patient care without adding undue stress on veterans to find adequate parking when receiving care.
The original delegation for this requirement, DMI 12037-001, was approved for 650 spaces.
Solicitation 36C25024R0034 was issued requesting 650 parking spaces. The solicitation did not produce a vendor that could provide the requested number of spaces in the delineated area. The facility revised its requirement, and an amendment to the solicitation was issued that expanded the delineated area and reduced the number of required spaces to 300. Two responses were received, and an award was made to the best value offeror.
The expanded requirement will add 100 parking spaces for the remaining term of the existing lease.
The current lessor has the additional spaces available and has offered pricing at the current lease pricing terms. Market research using Park Whiz.com, with the address of the Detroit Medical Center as the locality, revealed 9 parking locations with monthly parking rates ranging from $60.00 per month to $250.00 per month per space. None of these locations lie within the current delineated area which was designed to place parking within proximity to the Medical Center. The estimated cost of the expansion is $14,250.40 monthly, $171,004.80 annually. This is an average of $142.50 monthly per space, within the local range of monthly rates.
This expansion request for 100 additional parking spaces is considered to be within the original scope and intent to provide 650 parking spaces for the VA Medical Center. It is highly unlikely that the proposed increase would affect the pool of offerors or outcome of the procurement.
