About this file
This document is a procedural guide for the Massachusetts Executive Office of Education and Early Childhood (EEC) regarding the withdrawal, reopening, and resubmission of quotes within the COMMBUYS procurement system. The guide provides step-by-step instructions for vendors who need to modify their submissions for the Summer Step Up Program for Young Learners training contract, which seeks to support approximately fifty public school districts in implementing summer programming for children entering preschool through second grade. The document outlines the technical process for accessing the COMMBUYS platform, locating active quotes, and properly withdrawing submissions to allow for resubmission of revised quotes. Specific navigation instructions detail how vendors should use the system's interface to manage their quote status and ensure compliance with resubmission requirements.
The procedural document addresses the administrative mechanics of quote management rather than substantive contract terms, pricing, or award details. It is designed to assist vendors in correcting submissions or responding to clarifications within the COMMBUYS system and does not contain information regarding pricing structures, set-asides, funding amounts, or contract award dates. The guide emphasizes the importance of following proper system procedures to ensure quotes are properly tracked and evaluated during the procurement process for the EEC's Summer Step Up Program initiative.
