About this file

This document is a Statement of Work (SOW) for the Wing and Base Heat Pipe Assembly for the Type 20 PATRIOT radar system and the MK1 radar system. The SOW outlines the technical requirements for the fabrication, testing, documentation, and delivery of these proprietary heat dissipating assemblies. It identifies the applicable government drawings, requirements for specification changes, mercury exclusion, and testing. The SOW includes a milestone schedule and list of deliverables.

The related federal contract opportunity is a pre-solicitation notice for the procurement of seven Type 20 and four MK1 Table, Wing and Base Heat Pipe Assemblies on a sole-source basis from Advanced Cooling Technologies. The government is seeking capability statements from interested firms that can fulfill the technical requirements within the required timeframe without compromising quality, accuracy, reliability, or schedule. Responses are due by 11 November 2024.

1.0 Background

The Wing and Base Heat Pipe Assembly for the Type 20 PATRIOT radar system is a proprietary technology developed to NAWCWD specification to effectively dissipate heat produced by the radar system. This product is a unique assembly of intricate parts that meet the required form, fit and function of the radar and the submarine mast that it is housed in. The Wing and Base Heat Pipe Assembly required will maintain the required form and fit and will maintain the functional capability of heat removal from critical components. The components that make up this product are complex and require the proprietary technical and manufacturing expertise from an experienced manufacturer without need for additional research, experimentation or evaluation that other manufacturers do not possess and such development would come at the cost to the Government. This non-recurring engineering that other manufacturers would need to perform would drastically reduce the speed-to-the-fleet of the system, delaying the deployment of an important safety critical system and delaying submarine delivery to the fleet.

2.0 Scope

The contractor shall be required to fabricate, test, document and deliver Wing and Base Heat Pipe assemblies utilizing proprietary heat dissipating technology. The design and fabrication of the assembly is based on current documented drawings listed within this document.
