About this file

This is a Brand Name Only Justification for Single Source Awards document prepared by the Department of Veterans Affairs, Network Contracting Office (NCO 23) in Coralville, Iowa, for the Minneapolis VA Medical Center.

The Minneapolis VA Health Care System requires Mecho Window Treatment products and installation services for a new Women's Clinic attached to existing hospital buildings. The procurement includes manual shades throughout the main facility and electronic shades in waiting areas, along with installation, delivery, product supply, and field measurement services. The justification for single-source award to Mecho is based on several factors: existing Mecho electrical infrastructure already installed throughout the facility, which would require costly modifications to accommodate other vendors' electrical requirements; Mecho's exclusive lift mechanism that accommodates larger loads and reduces width limitations on window treatments; and Mecho's superior 5-year warranty on all components, exceeding other manufacturers' offerings. The visual consistency requirement with currently installed Mecho window treatments throughout the hospital further supports the single-source justification. The document indicates that market research section (Section 4) was not completed at the time of document creation. The Contracting Officer certified approval in accordance with FAR 13.106-1(b), confirming the justification as accurate and complete. The acquisition is effective December 30, 2025, with Acquisition ID 36C263-26-AP-2124.

2. Brief Description of Supplies/Services required and the intended use/Estimated

Amount:

The Minneapolis VA Health Care System (MVAHCS) has a need to procure Mecho

Window Treatment for the new Women’s Clinic that attaches to existing hospital buildings. Window treatments need to be consistent throughout the hospital to provide exterior and interior visual consistency and minimize long term maintenance burden.

This includes installation, delivery, product and field measurement of all windows for the clinic. Manual shades are required throughout the main facility and electronic ones in the waiting areas.

Total Estimated Cost:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Mecho window treatments are required throughout the MVAHCS for visual consistency with the currently installed window treatments. Electrical requirements specifically for Mecho window treatments are installed. Other vendors electrical requirements may not be the same and that would result in more costs changing the electrical infrastructure. Mecho is the only manufacturer that offers a lift mechanism that accommodates larger loads which lessen the limitations on window treatment width. Mecho offers a 5-year warranty on all components of their window treatments which exceed other manufacturers.

4. Description of market research conducted and results or statement why it was not conducted:
