About this file
This document is a Draft Statement of Work for a federal contract opportunity related to wind measurement services in Puerto Rico. The National Institute of Standards and Technology (NIST) requires contractor support to continue meteorological measurements using previously installed weather stations, including maintenance of the instrumentation and data acquisition systems.
The base period of performance is from July 15, 2024 through July 14, 2025, with optional tasks that may extend the period of performance. The contractor shall operate and maintain the existing weather station network, providing real-time data access, daily data uploads, and monthly quality assurance/quality control reports. Optional tasks include expanding the measurement network to an additional tower site and conducting vane alignment measurements. The solicitation indicates this is a sole source acquisition with WFN Holdings, Inc., the incumbent contractor who installed and maintains the existing measurement systems. Responses from other interested parties were due by May 22, 2021.

DRAFT STATEMENT OF WORK
Wind Measurement Services
I. Background:
Under the National Construction Safety Team (NCST) Act, signed into law in 2002, the Department of Commerce’s National Institute of Standards and Technology (NIST) is authorized to establish teams to investigate building failures that have resulted in substantial loss of life or that posed the potential for substantial loss of life.
Based on a preliminary reconnaissance to Puerto Rico, the NIST Director established an NCST on February 21, 2018 to investigate the impacts of Hurricane Maria on Puerto Rico. NIST continues to investigate these impacts, focusing specifically on the performance of critical buildings and their dependence on distributed infrastructure (such as electricity and water), as well as emergency communications and the public’s response to those communications.
As part of the NCST Investigation of Hurricane Maria, weather stations were previously installed on three cell towers in the Yabucoa region of Puerto Rico, and wind measurements were collected for a period of three years, in order to obtain real-world measurements of the effects of the surrounding topography on winds in that region.
At this time, NIST requires contractor support for continuation of meteorological measurements through July 14, 2025, using the previously installed weather stations, including maintenance of the instrumentation and data acquisition systems II. Period and Place of Performance:
The base period of performance shall be from July 15, 2024 through July 14, 2025.
Please see information in the optional tasks section regarding period of performance impacts which may result in the event of exercise of any optional task(s).
The primary place of performance shall be the Contractor’s work site.
III. Base Requirements:
Task 1: Measurements and Maintenance The contractor shall operate and maintain the existing weather station network with the existing sensor capabilities from July 15, 2024 through July 14, 2025. This network comprises the weather stations and equipment previously installed on three cell towers in Puerto Rico (Station codes YTA, ECY, and YMN), including nine propellor-vane anemometers and three vertical anemometers. Continuous time series with a sampling interval of 3 seconds shall be collected and provided for all instruments.
The contractor shall maintain the instrumentation and data acquisition equipment in good working order throughout the period of performance, including preventative maintenance for the network and prompt reactive maintenance to minimize instrument downtime. The contractor shall implement rigorous quality assurance and quality control (QA/QC) procedures for regular, ongoing review of the data collected under this contract to identify any anomalies that need attention.
Real-time data shall be made available online through the WeatherFlow DataScope portal, and 3-second data files shall be uploaded daily to a cloud storage location shared with the NIST Team. In addition to the 3-second data files from the instrumentation on the three cell towers, 3-second data files shall also be provided for the nearby Yabucoa El Negro weather station (WeatherFlow station code YAB).
Monthly reports shall be provided to NIST by the contractor, documenting the quality assurance/ quality control (QA/QC) review of the data collected under the contract. At the end of the period of performance, a final report shall be submitted to NIST, including information on instrument maintenance, calibration, and other relevant metadata.
Task 2: Coordination of Site Permissions for Network Expansion NIST is pursuing expansion of the measurement network to include weather stations at an additional tower site on the Yabucoa coastal plain (GPS coordinates: 18.057995, −65.843328). The contractor shall be responsible for coordinating permissions with the site owner for installation of weather stations at this tower site, including communications, meetings, and site visits as needed, with NIST providing supporting documentation when required.
III. Optional Requirements:
The following tasks are optional.
Optional Tasks 3 and 4 may or may not be exercised at NIST discretion in accordance with FAR 52.217-7: Option for Increased Quantity – Separately Priced Line Item. If exercised, Optional Task 3 will be exercised within the first 9 months of the award and shall be completed within the base award period of performance (by no later than July 14, 2025). If exercised, Optional Task 4 will be exercised within the base award period of performance (by no later than July 14, 2025) and shall be completed within three months from date of exercise. Depending on date of exercise, Optional Task 4 may extend the base period of performance by up to three months, as appropriate.
Optional Task 5 may or may not be exercised at NIST discretion in accordance with FAR 52.217-9: Option to Extend the Term of the contract. If exercise, the period of performance for Optional Task 5 shall be July 15, 2025 through July 14, 2026.
Task 3 (Optional): Network Expansion at Additional Tower Site The contractor shall install weather stations at multiple levels on an existing navigation tower in the Yabucoa coastal plain (GPS coordinates: 18.057995, −65.843328). The weather stations shall be designed to be comparable to the existing network, with instrumentation measuring horizontal wind speed and direction, vertical wind speed, air temperature, and atmospheric pressure. Propeller-vane anemometers for measurement of horizontal wind speed and direction shall be installed at three elevations above ground: 10 m, 25 m, and 40 m. A single anemometer for vertical wind speed measurement shall be installed at the 25 m elevation. Installation shall be completed within two months from the date that the option is exercised. A report shall be submitted to NIST to document the installation of weather stations, including photographs of the as-installed equipment and documentation of the system specifications. Maintenance of the instrumentation and data acquisition equipment at the new tower site through July 14, 2024, along with rigorous, ongoing QA/QC review of the data collected during that period, shall be included as part of this task. Once the installation is completed, data from the new site shall be incorporated in the following deliverables associated with Task 1:
· Real-time data feed through DataScope portal
· Daily uploads of 3-second data files
· Monthly QA/QC reports
As part of Task 3, information on instrument maintenance, calibration, and other relevant metadata associated with the new tower site shall also be incorporated into the final report required under Task 1.
Task 4 (Optional): Vane Alignment Measurements at Additional Tower Site Following installation of the multi-level weather stations at the additional tower site, the contractor shall arrange to have the alignment of the propeller-vane anemometers at each level measured by an independent, professional third-party surveyor. A report shall be submitted to NIST documenting the measured alignment of each propeller-vane anemometer relative to true north.
Task 5 (Optional): Additional Year of Measurements and Maintenance The contractor shall provide an additional year of wind measurements and system maintenance (from July 15, 2025, through July 14, 2026) using the measurement network described in Task 1. If optional Task 3 is exercised, then wind measurements and system maintenance for the multi-level weather stations at the additional tower site shall be included as part of this task. System maintenance, QA/QC review, and data delivery shall be provided as described in Task 1.
A final report on the additional year of data collection, including information on any instrument maintenance, calibration, and other relevant metadata, shall be provided at the end of the period of performance.
IV. Delivery:
Real-time data shall be made available through the WeatherFlow DataScope portal, and 3-second data files shall be uploaded daily to a cloud storage location shared with the NIST Team.
NIST shall receive full and unrestricted access to the data generated by the network. This includes, but is not limited to, authority to publish the dataset collected under this contract and to make it publicly available for use by others.
All reports shall be delivered to NIST electronically.
